The Joint Service Provider (JSP) program is searching for an Network Defense Watch Officer to join their team in Arlington, VA at the Pentagon.

NOTE: This is a full-time, onsite position. Due to the type of access this role entails, telecommuting is not allowed. The JSP Network Defense Watch Office functions 24x7x365 including, holidays, weekends, and days the Government is shut down.

The NDWO has three main functions:

  • Single point of entry and dissemination for IA, CND and Cyber Security related information, taskings, orders, alerts, warnings, notices and products. The NDWO also the single point of exit to report on the same information to higher headquarters to include any Requests for Information (RFIs).

  • Maintain situational awareness on the status of all security related developments, taskings, orders, alerts, warnings, notices and products. They serve as the primary liaison within the CND division and coordinate with other JSP divisions, the JSP NOSC Battle Captain, DISA, JFHQ-DoDIN, USCYBERCOM, other TIER II organizations, and tenant organizations.

  • Consolidates trending of cyber security metrics and creates the products that are required for briefing leadership, partners, and customers regarding computer network defense.

The NDWO tracks all key actions taken on an automated status log. The status log is automated and allows the NDWO and government leadership to review past and current actions taken. The NDWO also maintains SOPs that document all required procedures and actions. The NDWO tracks various actions related to CND functions to include, but not limited to:

  • Orders and Tasking Compliance

  • Higher level reporting requirements for DISA, JFHQ-DoDIN, and CYBERCOM

  • Classified Spillages and Unauthorized Cross Domain Connections

  • Cyber Incident Tracking and Reporting

  • CND Metrics

  • INFOCON Reporting

  • CND Security Tools Status

  • Daily CND Status Reporting

  • Commanders Critical Incident Reporting Status

  • JSP RFIs

  • CSC Leadership areas of interest

Required Skills:

  • Active Secret security clearance

  • Bachelor of Science Degree or equivalent

  • 2 yrs

DoD IT experience

Northrop Grumman Defense Systems sector is seeking an Assistant Watch Officer to support the Department of State IT Operations Center (ITOC). This position supports the ITOC in the following ways: Ensures monitoring, tracking, and documenting of Severity Level incidents and escalation of incidents affecting critical business function; Monitors and tracks service impacting changes in the enterprise infrastructure; Monitors Critical Sites for events or incidents that may adversely affect IRM services at that site; Assists with coordinating IRM responses with other Department Operations Centers during crises and/or emergencies (evacuations, natural disasters, civil unrest, etc.); and Provides support to Watch Officers and reports to the ITOC Operations Manager. This position is located in Washington, DC (about a block from the State Department) and supports a 24/7/365 shift on Tuesdays - Saturdays 7 AM - 3 PM. Roles and Responsibilities: * Monitors network and server performance; assess potential problems with emphasis on designated Critical Sites and Services to include: Networks, Applications, Hosting, Voice, and Security * Works with Service Operations team staff during the installation, upgrade, or decommissioning of infrastructure equipment or software to monitor and track potential impact to the enterprise * Monitors and analyzes critical incident alerts regarding outages or degradation in services affecting the enterprise using monitoring and other tools such as NeuralStar, VmWare, System Center Operations Manager (SCOM) * Assists with the development and maintenance of standard operation monitoring procedures * Provides in-depth analysis of network performance alerts on the messaging and management networks as well as associated servers and applications * Assists with Major Incident Severity Level calls (standing up conference calls, identifying appropriate service line resources, documenting a timeline of events) * Prepares, updates, and reports Situational Awareness to the IT Operations Center Watch Officer * Monitors planned and unplanned service impacting changes affecting the enterprise infrastructure * Coordinates with other Department Operations Centers and foreign posts during crises and/or emergencies reporting on health of network services across the enterprise * Checks on the status of Critical Site Tickets and close if possible * Checks on the status of Prolonged/Multiple Transfers of Tickets and close if possible * Creates Ad Hoc Reports as requested NGLinkedDS Basic Qualifications: * Bachelors' Degree and at least 3 years working in a technical environment as it relates to IT issues; additional years of experience may be considered in lieu of a degree * Technical background and strong IT skills/knowledge in networking, cloud services, or desktop support * Strong understanding of ITIL concepts * Proficient in word processing, spreadsheets, and desktop applications * Strong logic, analytical skills, customer service skills and experience * Basic knowledge of BMC Remedy, System Center Operations Manager (SCOM) or other IT Service Management Systems * Must have a Top Secret Clearance; Interim TS is acceptable to start Preferred Qualifications: * Experience supporting Department of State IT Systems * Industry Standard Certificatons in Security, Networks, Systems, ITSM * Extensive knowlege/experience using Remedy and SCOM Northrop Grumman is committed to hiring and retaining a diverse workforce.
