The successful candidate will coordinate and interface with multiple engineering disciplines, system elements and the Lead Systems Engineer, as well as participate in reviews, meetings, working groups, task teams, and trade studies. The candidate will supply leadership and/or support for the development of key systems engineering products including requirements specifications, V&V planning documentation, test planning documentation, support program/project milestones, and subsequent activities where these products are assessed and matured.

Specific support that will be provided and performed by the candidate includes:

  • Lead and/or support the development of key systems engineering products to include specifications, compliance assessments, verification and validation products, and analyses to support program/project milestones and the subsequent activities where these products are assessed and matured.

  • Provide technical integration with other engineering disciplines, SLS elements and cross-program elements, including risk-based insight/oversight through traceability and assessment of requirements and verification activities.

  • Lead and/or support system level vehicle design trades and analysis necessary to validate the requirements and maintain control of the design baseline.

  • Provide support for requirement V&V including V&V planning, execution, coordination, and integration for system level requirements to assure design compliance.

  • Provide support in the development of integrated hazard assessments, functional architecting and integration, concepts of operations, and flight evaluation planning

  • Identify, describe, and communicate potential risks related to the products, processes and interactions in the systems engineering processes and document them in the NASA Risk Management System.


Degree in Mechanical, Aerospace, or Systems Engineering or related field from an ABET-accredited university is required. Typically, educational requirements are the equivalent of a Masters with at least 8 years of experience or a BS with at least 10 years of experience.

The candidate is required to have:

  • At least 10 years of relevant experience in systems engineering and integration, requirements management, system architecture definition, functional design, design integration, requirement verification, and/or requirement validation.

  • Demonstrated experience with managing requirements for complex systems of systems, maintaining an approved system baseline, performing functional analysis, executing requirements verification, and supporting program milestones.

  • Demonstrated experience working across organizational boundaries and engineering disciplines to facilitate and execute program systems engineering tasks, and resolve vehicle/propulsion systems integration issues.

  • Excellent oral, written, and customer relation skills, and be proficient using Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

  • Personnel are required to be self-directed, effective team players familiar with working in a fast-paced, dynamic work environment who are willing to assume lead roles in the SLS requirements management, verification, and validation planning effort.

It is desired that the candidate also possess the following:

  • An understanding and knowledge of the current SLS program and a working understanding of the SLS Element interfaces.

  • Experience in requirements development and maintenance through relational database management and an understanding of Model Based Systems Engineering (MBSE).

  • Familiarity with NASA Systems Engineering policies and procedures related to verification, and have experience using tools/systems to manage verification compliance data.

  • Knowledge of launch vehicle programmatic planning processes and experience performing oversight of prime contractor hardware production, test, and certification efforts.

VIEW JOBS 1/10/2019 12:00:00 AM 2019-04-10T00:00 Our ESSCA Team Leads serve as first line supervisors and oversee the Task Orders and personnel that support the requirements defined in the ESSCA Performance Work Statement, plus any additional skills that may be required as the ESSCA contract matures. They ensure that high performing people are acquired through disciplined human resources processes and are appropriately trained, developed and perform to Jacobs's policy and standards. Team Leads are responsible for the proactive management of assigned Task Orders and personnel to ensure effective accomplishment of MSFC requirements. One Team Lead position is expected in Spacecraft and Vehicles for the following area: * JV21 (EV31) – Dynamics & Loads Position requirements include: * Lead a strong and high performing team of approximately 40 employees and subcontractors personnel to succeed in delighting the government customer and JSEG management. * Provide technical area supervision to include assigning and balancing team skills to various task orders to meet customer and JSEG management expectations. * Collaborate with Department Manager to assign and develop lead personnel for each task order or subtask as appropriate. * Perform and support task/subtask resource allocation, tracking, and control. * Ensure that tasks and subtasks are written and estimated correctly and that task and subtask technical, schedule and financial performance meet expectations. * Provide oversight of individual and team technical performance. This may include managing sub-task leads in support of team effort and product deliveries, providing technical expertise in a discipline, and/or directly supporting tasks as an individual team member. * Confirm the technical quality of the work products generated by team personnel, and establish and implement processes in the ESSCA Performance Management System (EPMS). * In coordination with the Capabilities Enhancement Department (CED), train and develop team personnel thru on-the-job training, strategic technical assignments, peer-to-peer training, classes, etc. * Forecast future resource/skills/development needs in collaboration with department management and the CED to efficiently manage and train the workforce to maximize flexibility and efficiency. * Identify and manage cost/technical/schedule risks to ensure accomplishment of TO requirements, ESSCA goals and objectives, and the JSEG annual business plan. * Support the Department Manager in preparing Operations Review material. * Implement the ESSCA safety program for the team and lead by example in our Beyond Zero culture. * Perform hiring functions to meet team support requirements: define position requirements; conduct candidate recruiting; lead interviewing and selection; and perform on-boarding activities. * Perform development of employee goals and objectives and conduct performance evaluations. Support disciplinary processes with team personnel if needed. * Implement the awards and recognition program within the team and drive team morale. * Review and approve employee travel and training needs and requests and associated expense reports. * Establish and oversee specialty subcontracting requirements in collaboration with the JSEG Business and Finance Office (BFO) to include coordination of task assignments and performance. Development of subcontractor Statements of Work (SOW) and management of subcontractors. Team Leads will provide support to ESSCA contract operations in the areas of: * Ensure excellent customer relations and harmonious team dynamics and operations through excellent conflict resolution. * Ensure effective customer communication. Maintain daily communication with the MSFC EV31 branch leadership.
