Assist program/project personnel with financial tracking, budget services (including preparation, formulation, and presentation, execution) and overall financial support.
Provide cost estimates, budget formation, execution of funds, and obligation/expenditure spend plans and phasing plans support.
Utilize systems and tools to perform budget and financial analysis including but not limited to:
Provide financial analysis and support, including
Create and monitor program/project funds
Prepare and execute accounts
Perform cost budget analysis
Participate in un-liquidated reconciliations efforts
Prepare auditing data calls
Execute funding documents
Assist in purchase card (credit card) account management
Input, monitor, and assist in closeout of financial actions through the Government's financial management systems.
Maintain accounting records and assist in funds analysis.
Forecast budget requirements for the annual spend plan and out years.
Prepare reports of findings and recommendations to manager, including financial advice for proper program planning and effective decision-making.
Develop and prepare forms, schedules, and detailed financial statements, audits, and reports
Prepare reports and responses to external inquiries (Congress, Government Accountability Office (GAO), etc.) for review by senior management and Government clients.
Help coordinate, negotiate, and resolve financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements.
Evaluate the relationships between major program changes and the financial status of organizations, ensuring adequate funds for program coverage.
Identify new policies and regulations and project the effect that the same could have on the program and its financials.
Experience with federal government financial processes and procedures
Experience in finance or budget analysis, process improvement, and project management for federal government customers
In depth knowledge of commonly used financial and budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations
Demonstrated ability to identify and apply critical analysis to financial problems and develop alternative solutions
Demonstrated experience in problem resolution and customer satisfaction
Excellent oral and written communication skills required
Proactive self-starter requiring minimal day-to-day supervision
Ability to manage multiple concurrent work assignment with no degradation in quality
Demonstrated expertise with Microsoft Office suite of products
Strong consulting and analytical skills
Strong client relationship management skills
