Department Description Adult Services is responsible for the operations and financial health of the heart and vascular, gynecologic surgery, neuroscience, radiology, rehabilitative and Neurodiagnostic service lines, as well as the advanced practice division, facilities and the sleep/pulmonary function. This is comprised of approximately 600 FTE and greater than a $1 billion budget. Job Summary Uses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Contacts are both internal and external to the department at all levels. Specific duties include: * Budget * Develops and maintains the tools and processes used to monitor the financial performance for UCSF Adult Services Departments (e.g., Radiology, Heart and Vascular Services, Facilities, etc.) * Provides in-depth review and analysis of financial data, report trends and variances * Provides analytical support and works closely with Manager and Department of Finance in the preparation of the annual Operating Budget, including volume, FTEs, revenue, labor and non-labor expenses * Assists the Managers by providing the monthly analysis needed to meet budget targets, make staff hiring decisions and supplies and services purchasing decisions in the most cost efficient manner * Analyzes benchmarking data as needed to evaluate reasonability of productivity standards and overall departmental expenditures and works closely with Decision Support Services to resolve data submission issues * Creates daily, bi-weekly, monthly and YTD FTE tracking tools to assist in FTE variance reporting and position control * Works with managers to explain volume, revenue, monthly and YTD expense and late charge variances for Numbers Day presentations and entry into the Variance Analysis Tool * Creates daily FTE tracking tools with new budget data * Prepares pay period, monthly and YTD analysis of all non-labor expenses and all hours charged to Adult Services Departments Capital * Assistants Managers during the Capital Budget process including assisting with an internal prioritization process, developing financial documentation for capital requests and submitting requests to Finance * Receives and tracks all capital budget requests, and facilitates the prioritization and presentation development of all capital equipment needs over $250K * Oversees the capital funds used to support contingencies and under $250K items * Tracks the status of funded capital projects and any purchases made against the approved capital; escalates to appropriate person if there are any issues with capital project funds Purchasing * Works with Managers and Purchasing to analyze and resolve problems these Departments have with procurement issues * Serves as analysts on RFQ's as needed to assist Managers in choosing efficient, high quality, cost effective produces and services * Serves as a liaison between Purchasing, Clinical Engineering and the Manager so as to recommend high quality and cost effective contracts Accounting * Serves as the "go to person" for issues regarding gift funds and grants of all divisions that comprise the VP of Adult Services organization, including processing contributions, analyzing expenditures and tracking balances * Analyzes processes to improve the timely payment, reconciliation and tracking of invoices for the areas under VP of Adult Services to ensure timely payment of invoices and assist in resolving discrepancies Required Qualifications * Five to seven years of experience in financal performance analysis, capital budget, and accounting practices, and systems * Bachelors degree in related area and / or equivalent experience / training * Ability to identify, collect, and analyze information from multiple sources * Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner * In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports * Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail; in depth ability to use organizational skills to multi-task in a high volume environment * Ability to adapt to changing priorities * Ability to function as a member of a team * Advanced knowledge and understanding of internal control practices and their impact on protecting University resources * The flexibility to orient and work at all UCSF Medical Center locations Preferred Qualifications * N/A Licensure/Certification * N/A Living Pride Standards Service Excellence * Demonstrates service excellence by following the Everyday PRIDE Guide with the UCSF Medical Center standards and expectations for communication and behavior.
