BASIC PURPOSE

Reporting to a Public Works Operations Maintenance Supervisor, and under daily supervision of a Senior Technician, the Journey Level Maintenance Technician performs skilled journey level maintenance, repair, and equipment operation for one of the City of Lacey Public Works Operations Divisions. This position is responsible for duties which include, but are not limited to, assisting, training, directing and/or overseeing the work of Maintenance Assistants or seasonal positions; frequently looking for and recommending potential improvements in operating procedures and taking initiative to complete work in a safe, orderly and high-quality manner. Employees will be assigned journey level work in various sections of the division, as needed, based on short and long-term operating requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

General duties for all Journey Level Maintenance Technicians include:

  • Operation of variousmobile equipment such as dump trucks, backhoes, excavators, loaders, septic trucks, Vactors, bobcats,sweepers, forklifts, mowers, bucket trucks,and other machinery to include hole hogs, jackhammers, welding equipment,man lifts, weed eaters, blowers, chainsaws, pumpsand other powered/non-powered equipment in the performance of duties.

  • Responds to customer complaints relating to the assigned section of Public Works Operations, diagnosing problems, and taking initiative to resolve routine and/or typical problems.

  • Performing primary standby duty for all maintenance sections in accordance with that Public Works Operation Section policies and procedures for after-hours response.

  • Perform work that involves strenuous physical labor, physical dexterity, and/or mechanical aptitude.

  • Attends a wide range of required employee training courses such as employee performance and employee interaction, risk management, diversity and harassment training, safety training, emergency preparedness training and certification trainings.

  • Uses electronic work orders and time card system to accurately document work.

Specific functions within Public Works Operationsinclude but are not limited to the following:

Facilities Maintenance Technician

  • Perform repairs and preventative maintenance work on facilities/structures to promote the daily care, upkeep, and operation of all City owned facilities. Duties include painting, flooring installation or repair, sheet rock repair, plumbing, roof/gutter cleaning, roof leak remediation, appliance repair, light fixture re-lamping, and door and lock maintenance.

  • Perform basic and skilled level carpentry and furniture repair tasks, performs janitorial functions, furniture hauling and assembly, and some HVAC maintenance.

  • May direct and/or work with contractors.

  • Provides customer service and responds to customer complaints relating to facilities.

  • Operates various power and hand tools as required by the maintenance task.

  • May need to read and interpret blueprints.

  • Uses ladders and mechanical lifts, and works at different heights.

QUALIFICATIONS

A High School Diploma or G.E.D. andtwo or more years' experience in maintenance, grounds care, repair and/or construction work on a public works maintenance crew related to the work of the division assigned to, including equipment operation and training.

OR

  • Any combination of experience, education, and training that would provide the level of knowledge and ability required to perform journey level work independently or as part of a repair crew.

SPECIAL REQUIREMENTS OR LICENSE(S):

  • Must pass a thorough background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.

  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

  • Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.

  • Must have a valid Washington state driver license OR must be obtained within 30 days of hire, and a driving record acceptable to the City and the City's insurance carrier.

  • Must have or the ability to obtain a commercial driver license endorsement Class A, with air brake and tank endorsement within twelve (12) months of hire.

  • Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.

  • Obtain industrial first aid/CPR training and certification and a flagging certification within 12 months of hire.

  • Additional specialized certification and/or training relating to the requirements for divisional operations may be required subject to new and/or changing regulations or technology.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Repair techniques and materials appropriate to division work assigned.

  • The physical layout and features of the City's streets, utilities systems, and other physical systems pertinent to the City's public works infrastructure.

  • Various Federal, State, and City guidelines that are applicable to the work done in the assigned division.

  • Work hazards and applicable state and federal safety regulations pertinent to public works repair and construction activities.

Skill in:

  • Providing excellent customer service and a helpful attitude towards the citizens of Lacey.

  • Warmly greeting the public and clearly conveys a sincere willingness to be of service and/or be open to resolving the situation at hand. Clearly explains self or answers when necessary. Takes the time to ensure message is easily understood. Closes all contacts courteously and appropriately.

  • Proficiently operating all equipment associated to the division, including routine computer work such as data entry, word processing, and entry and retrieval of data in the City's work order system as trained and assigned.

WORKING CONDITIONS

Work Environment:

  • Varies depending upon assignment.

  • Maintenance staff may be assigned to hazardous work areas such as the street surfaces, rights-of-way, and medians; ditches, pits and underground vaults; confined spaces; around heavy equipment; and operating potentially dangerous machines, power and hand tools.

  • Typical assignments are out-of-doors normally requiring work in inclement weather at cold, hot, dirty, wet, noisy, or cramped work sites.

  • The work involves strenuous physical labor, physical dexterity, and mechanical aptitude.

  • May be exposed to chemicals, toxic gases, raw sewage, or other environmental hazards.

Physical Abilities:

  • Hearing, speaking, or otherwise communicating to exchange information in person or on the phone.

  • Perform strenuous physical labor associated with the essential duties of the position.

  • Work in the field in all weather conditions and over rough terrain.

  • Lifting, pushing, pulling, and carrying objects up to fifty (50) lbs. Some assistance is available to mitigate the heaviest lifting.

  • Bending,kneeling/crouching, reaching, and crawling.

  • Operating heavy equipment, as well as electric, gas, and various hand tools.

  • Grasp and hold and effectively use assigned personal protective equipment, equipment, and tools for the position.

  • Operate and understand basic computer programs such as windows, MS office, email, printers, and other office equipment.
