The Joint Office of Homeless Services (JOHS) was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared jurisdictional commitment to address homelessness by providing housing assistance, shelter, outreach, case management and other services. The Joint Office's work aligns directly with the County's mission and vision to serve the needs of those who are most vulnerable by providing a safety net of quality services that are developed using an equity lens and a commitment to social justice.

The Joint Office of Homeless Service (JOHS) is looking for a passionate Contract Specialist Senior to join our team. This position will serve as the subject matter expert in contracts for assigned program areas. The Contract Specialist Senior will develop clear, accurate, well written contracts that are in accordance with applicable rules, policies and procedures. They will be responsible for assuring accountability in the contracting and expenditure of public funds and perform a variety of professional and technical tasks related to the development, execution and oversight of complex human services contracts, intergovernmental agreements and memoranda of understanding. The person in this position will center equity in policy and practice and in service to the Department's value of racial equity and its mission.

The primary functions of this role include:

Contracts Planning, Development, and Program Support

  • Developing and drafting of contractual agreements such as Services Agreements, Intergovernmental Agreements (IGAs), Goods, Non Financial, Revenue Agreements, amongst other legal binding agreements

  • Correspond to Action Request Forms to develop contractual agreements by the compilation of all necessary contract components, routing them for review and approvals of all necessary collaborators to comply with County policies and procedures. This includes Internal reviews such as Program, Fiscal, Legal, Compliance and Risk Management and external reviews with the Supplier or Provider.

  • Provides technical and administrative assistance in the research, design, development, implementation, monitoring and evaluation of contracts.

  • Provides technical assistance and support to assigned Divisions/Programs in the development of statement of work, payment terms, measurable program outcomes and appropriately written special conditions.

  • Maintain appropriate records and logs of contracts actions such as Contract request forms, amendments, renewals and updates.

Technical Writing

  • Generates unique documents (letters, memos, forms, procurement documents, etc.) with the express purpose of translating programmatic desires and requirements into legally sufficient documentation detailing the procurement and contractual aspects of the department.

  • Makes all necessary edits before routing contract/ amendment for signatures by county officials and the contractor.

Contract and Financial Information System Management

  • Utilizes the County's Digital procurement software and Enterprise software to perform the contracts procedures effectively. Current Software: Multco MarketPlace (MMP) and Workday ERP.

  • Navigates the software functions and applications to obtain vital information for contract maintenance and related procedures

Procurement and Purchasing Planning, Development and Program Support

  • Generates Purchase Orders for goods and other purchases. Distribute to suppliers and other collaborators.

  • Supports in the development of Sourcing events such as Formal and Informal Procurements, Requests for Proposals (RFP), Invitations to Bids (ITB) and requests for information (RFI)

Troubleshooting and Technical Assistance

  • This position deals with problem solving on a daily basis. Questions raised by providers, program staff, fiscal staff, county attorney, contract compliance, purchasing and department management are a significant driver of workload. This position is often responsible for tidying up loose ends, locating lost or misplaced records, and researching operational history.

Minimum Qualifications/Transferable Skills:

  • A bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position OR equivalency 7-10 years of qualifying training and/or experience.

  • Experience with complex contract and program development, including drafting and negotiating contract language and related documents for the provision of services.

  • Experience in public sector procurement methods, systems and processes specifically related to professional services.

  • Ability to communicate clearly and concisely, both orally and in writing.

  • Ability to establish and maintain effective working relationships with co-workers, managers, customers, and the general public.

  • Experience with, and commitment to, advancing organizational equity goals.

Additional Details:

Hybrid Telework: This position is designated as "hybrid telework," meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave Portland, Oregon 97209.

Serving the Public, Even During Disasters

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
