The Virginia Department of State Police is seeking qualified applicants for a Java Enterprise Architect in the Information and Communication Technologies Division located in North Chesterfield, Virginia. This is an Exempt position; therefore, this position is excluded from the provisions of the Fair Labor Standards Act due to the nature of duties and job responsibilities.

NOTE: This position represents the average statewide salary for this position. Actual compensation is based on candidate's specific knowledge, skill, abilities, expreience, and education as related to ths particular position. DUTIES: ? Java/JEE Applications Architecture and Design; Architect the enterprise level infrastructure for new Java applications using SOA.

Reviews the technical design, development of all new complex enterprise Java/JEE applications. Responsible for the Java/JEE design standards and methodologies and ensures their adherence by both state and vendor staff. Evaluates new technologies and software products to determine feasibility of use. ? Evaluates web technologies, designing solution and reference architectures that solve stated business objectives.

Ensures efficient and high availability of the Department's Java based applications. ? Enhancement of existing Java/JEE applications: Reviews the current architecture of the existing Java applications. Reviews the technical design, development approach for new enhancements proposed for existing Java/JEE applications. ? Support troubleshooting of production issues: Troubleshoots issues related to the websphere application server and Java/JEE applications related to scalability, response times, availability, security, reliability, robustness and accessibility. ? Performs other duties as assigned. ? Participates in effective continuity of operations planning by serving as a member of the Continuation Team.

Minimum Qualifications

QUALIFICATIONS: ? Considerable knowledge and experience with the following technologies: Architecting and developing complex, large scale, n-tiered applications using Java/JEE, Spring, Angular JS, EJB 3/3.1.

JPA (Hibernate, Open JPA ); developing client side MVC and MVVM architectures; of JavaScript based front-end web application frameworks such as Angular JS; of Enterprise application architecture including enterprise service bus technologies and JMS; of ORM Frameworks such as JPA and Hibernate; of Oracle 10g/11g/12c databases and PL/SQL; of WebSphere Application Server, Websphere Liberty Profile & Apache Tomcat Web Server; and of Java Development IDE like Eclipse or Rational Application Developer. ? Demonstrated ability to develop Enterprise applications using Microservices Architecture using Spring Cloud Technologies such as Spring Boot, Zuul API Gateway, Eureka Discovery Service, Ribbon Load Balancer, Swagger and related technologies; to develop Java related enterprise architecture standards and best practices; to develop robust Web Services using REST & SOAP Protocols; to build tools such as Ant, Maven and Bamboo; to use SDLC methodologies and demonstrate experience with all phases of the SDLC; to use Drools or other rules engines and messaging infrastructure; to support multiple projects and support responsibilities; to work independently and to successfully interact in a team environment; and to communicate orally and in writing in English. ? Graduation from high school or equivalent. ? Graduation from an accredited college or university with a major in Information Systems, Computer Science or related field preferred. ? An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities may substitute for this education and experience. ? Considerable experiences as a team lead to guide the technical team with emerging technologies and trends. ? Experience with UML. ? ATTENTION: H1-B Visa Applicants ? Meets with analysts, domain experts, and users to document requirements and estimate levels of effort. Determines feasibility of systems enhancements/ automation. Provides technical expertise in the development and implementation of new or changing applications. ? Works with staff and end users to provide technical assistance in the identification and resolution of application issues. ? Keeps up to date on new technologies and tools for software development, testing, implementation, and maintenance. ? Prepares application documentation such as use cases, software requirements specifications, interface documents, and wireframes. Assists in the preparation of user documentation and user training and post-implementation evaluation. Performs all required administrative duties by completing all necessary reports and promptly and properly documenting activities such as status of schedules, problems, issues, and resolutions or recommendations. ?
