The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.
The specialist is responsible support the organization's Software Development Processes through the design and implementation of efficient and robust Continuous Integration and Continuous Delivery (CI/CD) pipelines using Azure DevOps.
The specialist will be responsible for leading and implementing best practices for secure application lifecycle (SADLC) management build and release processes including, but not limited to, automation to support continuous integration and continuous delivery (CI/CD), branching strategies, automated code review, and testing to meet the goals and mission of the agency.
This position has responsibilities during all phases of the software development lifecycle related to the Administration and Departmental Solutions applications (such as MI Bridges, MiIntegrate, SHOARS, Mi Resident Outreach, Foster Care Portal) and on the following platforms OpenShift, Salesforce, Linux, Oracle, SQL Server, and Windows.
Position Location/Remote Office: The office location is Lansing, MI. The State of Michigan is not able to offer employment to out of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.
SIGNING BONUS:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Education and Experience
Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Experience
Information Technology Specialist 14
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
OR
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
