The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
This position is the expert responsible for Child Support Data Services architecture, governance and implementation. The Child Support Data Architect implements enterprise data services governance within the state metadata management repository, and ensures all data services designs are integrated in to the state data framework.
In collaboration with Enterprise Architect and Application Architect, designs agency data frameworks. Data and data architecture supporting the agency have considerable impact within and across the specified departments and require that this specialist has advanced knowledge of the client business data and processes to ensure effective implementation and integration of the data solutions required to meet the complex needs of the departments or program areas. This position has responsibilities throughout all phases of the software development lifecycle (SDLC), including ensuring conformance to security, privacy, fiscal, and audit requirements imposed by state and federal law.
Develops and propagates the data subscriptions and standards to the development areas. Conducts testing and implementation of data services components and trains development staff on their use. Is responsible for data services development tools. Mentors staff on correct tool usage and data modeling standards.
The Child Support Data Architect will oversee the Child Support Teradata Database along with the 4.3 SAP BI platform which is used to provide Child Support reporting to the Federal, State and County Child Support offices along with the MicroSoft Power BI Platform which provides Visual Dashboards and Reports for the State and County Child Support offices. The Data Architect will also be responsible for ETL running on the LINUX Batch platform along with utilizing the Oracle Golden Gate Platform which provides Data from the Child Support Oracle Transactional Data Base to the Child Support Teradata Database.
Indirect reporting relationship to the Chief Technology Officer through the Enterprise Architecture Division.

SIGNING BONUS:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Experience

Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
OR
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
