The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

This position functions as the first-line Information Technology Operations manager within DTMB's Agency Services supporting DHHS for the Administration & Departmental Solutions division. This area is primarily responsible for providing operational oversight and support across several applications and platforms including, but not limited to: Salesforce, IBM Middleware, Amazon Web Services, and React Solutions on OpenShift.

The Operations manager will supervise staff who provide operational and production support and perform the Scrum master role. This position will manage and coordinate activities by scheduling work assignments and capacity, setting priorities, conducting Sprint planning and retrospectives, holding daily standups, directing the work for IT specialists/analysts and contractors, selecting/training of staff, and supporting and practicing Agile methodology.

ITM 14 - Position Description

ITM 14:

This position may be eligible for a sign-on bonus up to $3,500. Up to $1,750 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

KNOWLEDGE, SKILLS, AND ABILITIES

KNOWLEDGE OF:

  • Principles and techniques of management, communication, organization, and planning.

  • Systems analysis techniques, problem/need identification and assessment, objective/goals definition, and system testing, implementation, and performance review.

  • State/Federal legal requirements, privacy and security laws, and agency programs and policy objectives.

SKILLS

  • Awareness of technological advances and willingness and ability to pursue and support that technology on behalf of the agency.

ABILITY TO:

Maintain control of the environment in high-pressure situations.

Education

Possession of a bachelor's degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Three years of professional experience equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator 12.Three years of experience as a computer programming supervisor or Information Technology
