Job Responsibilites

20% Under immediate supervision, serves as an IT Support Specialist for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Insurance (DOI):

Completes basic application programming assignments using a set of DoIT and agency approved development environments including Adobe Experience Manager, Microsoft Power Apps, Power BI, Visual Studio, and Microsoft SQL Server.

Performs work closely following agency approved development methodologies, standards, and best practices.

Assists with the design, development, installation, and support of LAN and Web based applications.

Contributes to the development of automated "on request" and scheduled reports of low to moderate complexity to provide performance tracking, follow-up, and analysis feedback to management.

20% Participates in the diagnosis and repair of application problems under direction of more senior staff:

Prepares testing specifications and test cases for new or modified programs and systems, and reviews them with more senior staff:

Performs testing and debugging to ensure all application enhancements and revisions are functioning according to business specifications prior to production release.

Utilizes standard testing strategies while moving through each testing stage: module, integration, functional, system, regression, and acceptance.

Meets with requestor(s) to verify the additions or changes made produce the desired outcome.

Prepares and maintains system documentation, operating and user manuals

20% Assists with the installation, diagnosis, and resolution of computer or telecommunication equipment:

Assists with operation, maintenance of and troubleshooting personal computer hardware and software, including MS Office.

Resolves assigned problems and reports more complex problems to supervisor or appropriate Department or DoIT/DOI staff.

15% Assists in interviewing users to help gather business specifications for a project:

Assists senior programming staff in gathering technical requirements to comply with requests.

Analyzes and evaluates standards, techniques, and procedures involved in program operations.

Consults with senior programmers, database administrators, and technical services staff who provide underlying support for the project.

10% Assists in the training of non-technical personnel in procedures to access and use the agency's computerized applications and systems, using materials approved by IT management:

Provides individualized or group training sessions to ensure the user population is fully prepared for the production release of applications or systems.

Assists in the development of training materials in the form of written tutorials or guides, and in developing and providing oral training presentations, under direction of senior programmers and IT management.

10% Keeps abreast of new developments in the Information Technology (IT) field:

Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures.

Attends demonstrations and exhibitions related to assigned operations.

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications 1

Requires knowledge, skill, and mental development equivalent to completion of two years of college with course work in computer science or directly related fields.

Requires satisfactory completion of an agency sponsored training program.

Preferred Qualifications (In Order of Significance)

  • Elementary knowledge of database application development techniques, Windows LAN based operating system environments, and relational database concepts.

  • Elementary knowledge of developing new programs of low complexity using programming applications such as MS Power Apps or MS Power BI.

  • Elementary knowledge of Microsoft Office products, including Word, Excel, Outlook, Access, and PowerPoint.

  • Elementary knowledge of MS SQL Server and MS Visual Studio programming environment are preferred.

Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
