In this role as an IT Strategic Sourcing Specialist, you will be responsible for developing and executing sourcing strategies for IT goods and services, including contract administration, vendor management, and negotiations of new IT contracts and ongoing management of existing IT contracts. You will serve as the single point of contact with Agency users, Statewide Procurement, N.C. Department of Information Technology (NCDIT) review offices, and vendors. You will report to an IT Contracts & Strategic Sourcing Manager who reports directly to the Chief Procurement Officer.

Duties include, but are not limited, to:

  • Developing and implementing the sourcing strategy for IT goods and services in the area of oversight

  • Supporting and developing of cross-functional teams

  • Managing ongoing vendor relationships and driving reporting and tracking of contracts utilized by the State

  • Establishing metrics, processes and procedures and oversight management model required to ensure optimum vendor delivery, service, quality and pricing

  • Monitoring vendor contracts to ensure terms and conditions are met

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience developing, editing, reviewing, and/or revising IFBs (Invitation for Bid), RFQs (Request for Quote), and/or RFPs (Request for Proposal) of varying complexity

  • Experience negotiating contracts and/or RFP documents

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Ariba ERP experience using the sourcing module or other similar ERP experience

  • North Carolina Contract Manager (NCCM) or similar certification

  • Extensive legal background involving IT products including licensing agreements, security and privacy issue

Bachelor's Degree in business or related area from an appropriately accredited institution and four years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation, and negotiation of contracts,

or

Associate degree in business or related area from an appropriately accredited institution and five years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation, and negotiation of contracts; or an equivalent combination of education and experience.The North Carolina Department of Information Technology (DIT) is an Equal Opportunity Employer who embraces an Employment First philosophy which consists of complying with all federal laws, state laws and Executive Orders.
