Duties and Responsibilities:

  1. *Works with, business end-users and/or project stakeholders to gather and document project's business requirements. Projects require knowledge, interpretation, compliance, and application of state/federal laws, rules, regulations & CBAs.

  2. *Develops high-level business and user requirements into functional requirements that is specified in an appropriate level of detail and in formats suitable for the business.

  3. *Leads requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, verifiable, and that they conform to standards.

  4. *Leads requirements validation activities to confirm that proposed solutions, based on the requirements, will meet organizational needs and achieve objectives.

  5. *Analyzes the feasibility of, and develops requirements for, new systems and enhancements to existing systems; liaison with IT and/or 3rd party solution provider to ensure the system design fits the needs of the users.


6.Coordinates end-user acceptance testing and validation. Participates and administers user acceptance testing and follows-up on issues.



  1. *Assists in the development, implementation, and improvements to information systems and processes; assists in development of training materials; conducts/participates/coordinates training classes.

8.Tracks requirements status throughout the project.



  1. *Manages adherence to project scope; escalates as needed if stakeholders are deviating from scope so team can conduct feasibility assessment.

  2. *Analyzes and interprets data and determines data request needs. Provides field units, administrators, 3rd parties and other State agencies comprehensive data and reports, makes recommendations, as appropriate.

  3. *Ensures compliance with ITS Information Security Office's policy; manages data governance requirements and ensures adherence to securing PII, HIPAA and other data confidentiality requirements.

  4. *Provides ongoing support advisory/guidance services to HR representatives and departments to process transactions in HR online systems in conformance with applicable University policies and procedures and collective bargaining agreements.

  5. Other duties as assigned

Minimum Qualifications:

1.Possession of a pertinent baccalaureate educational degree in Management Information Systems, Computer Science or Business Administration and 3 years of progressively responsible professional information technology experience with responsibilities for system administration, security, and system integration in a large organization, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

2.Considerable working knowledge of principles, practices, and techniques in the area of functional application support, security, project management disciplines as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodology.

3.Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with systems integration and data management.

4.Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluation, integrate, and implement practical and thorough solutions in an effective and timely manner.

5.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

6.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

7.For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

8.Knowledge of developing, implementing and improving information systems.

9.Demonstrated ability to establish and maintain effective working relationships with a variety of constituents.

Desirable Qualifications:

1.Familiarity and experience with the PeopleSoft Human Resources Information System.

2.Knowledge of a collegiate organizational structure, its policies, procedures and administrative rules.
