This position is located in the District of Columbia, Metropolitan Police Department's (MPD), Technical and Analytical Services Bureau (TASB), IT Infrastructure & Engineering Division, Network & System Engineering Branch. The purpose of this position is to serve as an IT Specialist Closed-Circuit Television (CCTV) / License Plate Reader (LPR) responsible for CCTV networks, equipment, and systems as well as LPR hardware, software, and analytics support.

This IT Specialist (Network CCTV/LPR) position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

  • Maintains the CCTV & LPR network environment and monitors the CCTV/LPR systems and dependencies systems related to CCTV & LPR.

  • Supports MPD operations in providing access to digital evidence as a function of incident response.

  • Troubleshoots operational and performance issues to include wiring, connectivity, software, etc. Maintains infrastructure, hardware, software, and/or wiring issues. Works with various agencies to troubleshoot CCTV / LPR related issues.

  • Processes requests for digital evidence from police officials, courts, partner agencies, and authorized personnel. Ensures integrity, proper handling, and chain of custody of digital evidence per MPD policies and standard operating procedures (SOPs).

  • Obtains and maintains all certifications required associated with MPD's CCTV/LPR systems, equipment, software, cloud-based IT Management System (ITSM), Digital Evidence Management System (DEMS), and new systems as needed.

  • Provides statistical reports to MPD Command Staff and management staff.

  • Analyzes and monitors camera connectivity, performance, and functionality.

  • Performs regular comprehensive inspections on CCTV/LPR equipment.

  • Maintains documentation of CCTV/LPR failures, service repairs, and system downtime. Generates reports on CCTV/LPR equipment uptime, operational performance, and maintenance metrics.

  • Provides support for mobile CCTV/LPR trailers and troubleshoots any issues related to CCTV/LPR.

  • Maintains the CCTV/LPR software and associated equipment for warranty and other manufacturer's services. Acts as the technology liaison to the associated digital evidence vendors.

  • Works with and provides guidance to CCTV/LPR vendors and maintenance contractors.

  • Generates and analyzes reports on CCTV/LPR system activity and performance.

  • Configures the digital evidence storage and CCTV/LPR systems and assigned roles.

  • Provides support to department employees in all aspects of the CCTV and other digital evidence systems.

  • Maintains accurate records, documents, and/or reports concerning activities performed in the MPD ITSM solution.

  • Provides technical documentation for developed CCTV/LPR software solutions.

  • Manages LPR digital evidence inventory and be able to testify in court as a subject matter expert.

  • Performs other related duties as assigned.

Qualifications:

  • Demonstrated expertise in CCTV/LPR operations, equipment, technologies, and networks (cellular and traditional networking) as well as CCTV/LPR hardware, software, data flows, and analytics capabilities.

  • Skilled with electronic security system installation, configuration, and wiring.

  • Knowledge of power work for CCTV/LPR systems.

  • Ability to diagnose and troubleshoot connectivity, software, and hardware issues with CCTV/LPR systems and visual feeds.

  • Ability to communicate technical CCTV/LPR concepts clearly to non-technical users and staff.

  • Demonstrated advanced knowledge of and the ability to understand various aspects of Information Technology as it relates to either CCTV or LPR.

  • Ability to perform basic generator preventive maintenance and refueling.

Licensures, Certifications and other requirements:

Must possess and maintain a valid and clean US driver's license and be able to drive and operate a bucket truck and vehicle towing a trailer.

Education:

Bachelor's degree in Computer Science, Engineering, Information Science, Information Systems Management, Technology Management or related field is preferred.

Work Experience:

Applicants must have at least one (1) year of specialized experience equivalent to the CS-12 grade level in the District of Columbia government service or its non-District equivalent, gained from the public or private sector.

Specialized experience includes but not limited to, experience adjusting, modifying, and improving CCTV/LPR operations, equipment, technologies, and networks (cellular and traditional networking); diagnosing and troubleshooting connectivity, software or hardware issues with CCTV/LPR system; performing electronic security system installation, configuration, and wiring; applying basic generator preventive maintenance and refueling; and the ability to communicate technical CCTV/LPR concepts to non-technical users; or other similar duties.

Work Environment:

The work is performed both at the office and field setting. When working in the field, the incumbent is exposed to various weather conditions relative to the season. Field works require wearing protective clothing and/or equipment to alleviate work environment hazards and the employee ensures safety protocols and precautions are followed when working on rooftops, lifts, ladders, and other related pieces of equipment to service CCTV/LPR cameras and equipment.

The Metropolitan Police Department is a 24-hour, 7 days a week operation. Your position is "essential"and subject to rotating shifts, to include weekends and holidays.

This position is deemed as "Safety Sensitive" pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

a. Traffic record check (as applicable);

b. Pre-employment drug and alcohol test (as applicable);

c. Consumer credit check (as applicable);

d. Reasonable suspicion drug and alcohol test;

e. Random drug and alcohol test;

f. Return to duty or follow-up drug and alcohol test; and

g. Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator's permit.
