This vacancy is for a IT Specialist (Systems Analyst) position in the Associate Director for Decennial Census Programs (ADDC) area located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

This Job Opportunity may be used to fill other IT Specialist (System Analysis), GG-2210-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Responsibilities

  • Prepare business cases for application of IT solutions.

  • Develop overall systems and functional requirements and specifications.

  • Ensure application of information security/ information assurance policies, principles, and practices to the systems analysis process.

  • Maintains effective relationships with customer entities, balancing their competing needs and investments to maintain support while achieving effective solutions.

  • Ensures operational schedules are met or large-scale IT systems development, testing, and production.

This position will be filled as a Term Appointment not to exceed 2 years or 9/26/2020, whichever comes first, with the possibility for extension at management's discretion.

A trial period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Relocation expenses will not be paid.

Qualifications

Basic Requirements:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. AND

Specialized Experience: For the GG-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: developing, documenting, and coordinating IT business cases and IT business plans driven by specific organizational strategic and operational goals. Developing systems requirements using a variety of tools and methodologies for complex or large-scale systems. Analyzing systems requirements and representing them through tools such as flow diagrams, entity relationship diagrams. Designing computer systems to run on various programming and database platforms. Developing project plans and providing cost estimates for a large scale IT project.

Education cannot be substituted at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
