Summary

USAJOBS will be performing scheduled maintenance between Friday, October 5th, and Monday, October 8th, 2018. You may not be able to complete the application process during this time. USAJOBS will be back up and running no later than 11:59 PM ET on Monday, October 8th.

Officially opened in 2015, The National Water Center (NWC) is a world-class, 65,000-square- foot green facility designed to be the nations research, development, and operations hub for hydrologic modeling, water prediction, and related decision support services. The NWC is a component of the National Weather Services Office of Water Prediction, whose mission is to collaboratively research, develop, and deliver state-of-the-science water information, services, and guidance to support and inform essential emergency services and water management decisions. The NWC facilitates collaboration across the water resources enterprise, including federal water science and management agencies and the academic community, to achieve a shared vision of improving water-related forecasting, preparedness, response, and planning activities.

As an IT Specialist (OS), you will perform the following duties:
Provide applications and program support to users by performing installation, configuration and software maintenance of existing applications programs, and develop programs and scripts as needed in both UNIX/LINUX.
Provide support for projects that use National Water Centers Advanced Weather Interactive Processing Systems (AWIPS).
Provide quality assessment and assurance for operation of Information Technology services and programs.
Provide guidance for security policies and best practices for maintaining the operational integrity of systems.
Develop plans and proposals for IT projects and programs within the Office of Water Prediction (OWP), determining factors such as project scope, specifications, costs, work plans, and materials.

Qualifications

SPECIALIZED EXPERIENCE:

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify at GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
Coordinating the implementation of projects relating to software, hardware, networks, or other IT systems;
Performing the installation, configuration and software maintenance of applications programs in UNIX or LINUX; and
Testing, debugging and maintaining IT systems.

Substitution of education for specialized experience is not applicable to this vacancy.

You will be evaluated for this job based on how well you meet the qualifications above.
