This position is located in the District of Columbia, Metropolitan Police Department's (MPD), Technical and Analytical Services Bureau (TASB), IT Infrastructure & Engineering Division, Network & System Engineering Branch. The purpose of this position is to provide advanced and comprehensive technical planning, analysis, design, development, testing, configuration, integration, installation, implementation, quality assurance, maintenance, and management of the department's Closed-Circuit Television (CCTV) network and License Plate Reader (LPR) systems.

This IT Specialist (Systems Engineer CCTV/LPR) position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

  • Maintains, monitors, and ensures the CCTV & LPR network environment, and systems and software architecture are fully functioning as designed and planned.

  • Supports MPD operations in providing access to digital evidence as a function of incident response.

  • Processes requests for digital evidence from police officials, courts, partner agencies, and authorized personnel. Ensures integrity, proper handling, and chain of custody of digital evidence per MPD policies and standard operating procedures (SOPs).

  • Coordinates planning and projects with police department management and personnel. Develops plans and strategies to meet department needs.

  • Develops work plans, program logic, instructions, and detailed flow charts covering CCTV/LPR processes, network services, and software functionality.

  • Creates and implements configuration management plans establishing/maintaining the CCTV system architecture and LPR software architecture.

  • Troubleshoots operational and performance issues. Maintains service, maintenance, and troubleshooting tickets in MPD's CCTV/ LPR environment.

  • Provides testimony in court to authenticate digital evidence as required and be able to testify as a subject matter expert.

  • Anticipates, obtains and maintains all certifications required associated with MPD's CCTV/LPR systems, equipment, software, cloud-based IT Management System (ITSM), Digital Evidence Management System (DEMS), and new systems as needed.

  • Provides feedback on technical and process improvements related to the CCTV/LPR systems and program.

  • Provides statistical reports to MPD Command Staff and management staff.

  • Analyzes and interprets CCTV network and administrator requirements.

  • Selects specialized hardware like microcomputers, terminals, and wireless radio communications equipment.

  • Diagnoses and resolves problems reported with CCTV cameras and equipment. Performs regular comprehensive inspections of CCTV/LPR equipment.

  • Analyzes and monitors CCTV/LPR camera connectivity, performance, and functionality. Identifies CCTV/LPR network infrastructure, hardware, software, or wiring issues.

  • Provides support for mobile CCTV/LPR trailers to include daily reports, requests for trailer moves to and from approved locations, trailer refueling, trailer inspections, and trailer maintenance.

  • Configures the digital evidence storage and LPR systems and assigns roles. Provides support to all department employees related to CCTV/LPR.

  • Manages digital evidence inventory, issuing devices, training, and updates device settings.

  • Works with various agencies to troubleshoot CCTV/LPR related issues.

  • Performs other related duties as assigned.

Qualifications:

  • Demonstrated mastery knowledge of and skills in managing CCTV and the LPR networks, architecture, systems, and software environment.

  • Demonstrated mastery knowledge of and experience with network/systems administration, architecture, and application integration to include data flows and analytics.

  • Advanced knowledge of and experience with SQL Server, Windows Server, and LAN/WAN networks.

  • Advanced knowledge of and experience with security administration and configuration management.

  • Advanced knowledge of CCTV and LPR equipment, performance, malfunctions, and safety protocols.

  • Knowledge of computer vision, machine learning, neural networks, object recognition, and related software engineering concepts.

  • Ability to make comprehensive presentations to users about CCTV/LPR services and procedures, and communicate technical CCTV/LPR concepts clearly to non-technical users and staff.

  • Knowledge of and ability to apply various Microsoft Office tools for analytics, reporting, and documentation.

  • Ability to provide testimony in court when required to authenticate video/image evidence.

  • Knowledge of and ability to apply Information Technology Infrastructure Library (ITIL) standards.

  • Skilled with electronic security system installation, configuration, and wiring.

  • Ability to perform basic generator preventive maintenance and refueling.

Licensures, Certifications and other requirements:

Must possess and maintain a valid and clean US driver's license and be able to drive and operate a bucket truck and vehicle towing a trailer.

Education:

Bachelor's degree in Computer Science, Engineering, Information Science, Information Systems Management, Technology Management or related field is preferred.

Work Experience:

Applicants must have at least one (1) year of specialized experience equivalent to the CS-13 grade level in the District of Columbia government service or its non-District equivalent, gained from the public or private sector.

Specialized experience includes but not limited to, demonstrated advanced comprehensive experience managing highly complex CCTV/LPR/IT network activities, architecture, software, and systems; demonstrated advanced knowledge of and ability to manage and troubleshoot network/systems administration, architecture, and application integration and SQL Server, Windows Server, and LAN/WAN networks; experience with security administration and configuration management; troubleshoot issues with CCTV/LPR networks, devices and visual feeds, and CCTV and LPR equipment, performance, malfunctions, and safety protocols; and experience with electronic security system installation, configuration, and wiring; and the ability to communicate technical CCTV/LPR concepts to non-technical users; or other similar duties.

Work Environment:

The work is performed both at the office and field setting. When working in the field, the incumbent is exposed to various weather conditions relative to the season. Field works require wearing protective clothing and/or equipment to alleviate work environment hazards and the employee ensures safety protocols and precautions are followed when working on rooftops, lifts, ladders, and other related pieces of equipment to service CCTV cameras and equipment.

The Metropolitan Police Department is a 24-hour, 7 days a week operation. Your position is "essential" and subject to rotating shifts, to include weekends and holidays.

This position is deemed as "Safety Sensitive" pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

a. Traffic record check (as applicable);

b. Pre-employment drug and alcohol test (as applicable);

c. Consumer credit check (as applicable);

d. Reasonable suspicion drug and alcohol test;

e. Random drug and alcohol test;

f. Return to duty or follow-up drug and alcohol test; and

g. Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator's permit.
