This position is located in National Oceanic and Atmospheric Administration (NOAA), Chief Information Officer (CIO), Service Delivery Division (SDD) with one vacancy in Boulder, Colorado.

Responsibilities

As an IT Specialist (Enterprise Architecture), you will perform the following duties:

  • As the IT business operations manager, provide direction through processes of engineering research, innovation and design for the augmentation, upgrade and optimization of the N-Wave infrastructure and customer provided services.

  • Draft IT acquisition plans per required DOC IT investment authority with values ranging in excess of $100 million.

  • As the contracting officer representative (COR), or leading other CORs, manage contracts awarded as part of the approved IT acquisition plans in direct support of N-Wave critical infrastructure.

  • Propose service order logistics for telecommunication services as the Designated Agency Representative (DAR), and resolve problems as needed.

  • Work with IT technical personnel, project and contract management, and various working groups on highly technical projects to form approaches and architecture for IT service requests.

  • Communicate with senior management throughout the organization and contribute solutions to IT projects in support of the NOAA Chief Information Officer's enterprise objectives and goals.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. This experience need not have been in the federal government.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Supporting architecture design and deployment of enterprise-level IT networks within the scientific, research and education networking community;

  • Supporting architecture design and deployment of operational IT Networks supporting primary mission essential functions;

  • Advising management on the progress and issues of finances and IT project logistics;

  • Applying knowledge in Local and Wide-area networking (LAN, WAN) and Cloud connectivity in an enterprise environment; and

  • Lead a team supporting new IT Network service requests from initial architecture to deployment and provisioning.

Position Description The Director, Optical Architecture position is responsible to lead all aspects of DWDM architecture and engineering for Zayo's global DWDM network. Role is in charge of DWDM hardware and software evaluation, testing, configuration, and service definition. The position manages Wavelength Architecture, Network Planning and Network Security teams. Policy definition and support strategy for 'go forward' and 'end of life' optical transport platforms resides with this function, as well as 24x7x365 NCC Tier 5 escalation and customer service resolution. Equipment vendor negotiations and relationship management for technical, commercial and operations are also required. Responsibilities * Develop optical transport technology roadmap, define target hardware and software release features, and lead hardware and software adoption across a multi-functional organization. Develop lowest cost per bit strategies and transform legacy networks to monetize investment in embedded base infrastructure while increasing overall system capacity. Analysis of multi-vendor interoperability and evaluation of standards-based versus proprietary solutions is required. Create, manage and execute test plans.
