About the Position: Serves as Information Technology (IT) Program Manager (PgM) responsible for managing the operations and maintenance (O&M), architectural compliance, and planning and/or overseeing the implementation of long range development and/or architecture redesign projects for assigned enterprise level Automated Information Systems (AISs) for the U.S. Army Corps of Engineers (USACE), ACE-IT organization.

Responsibilities

  • This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition CareerManagement, the Army Acquisition Executive, or the Secretary of the Army)

  • or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):

    • Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver
    • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms orconditions of employment.

  • This critical acquisition position requires level SENIOR LEVEL III certification in the acquisition career field of INFORMATION TECHNOLOGY.

  • Temporary duty (TDY) travel may be required up to 15% of the time.

This is an obligated position.

?Note: Position may be filled as a temporary promotion, temporary reassignment or temporary change to lower grade NTE two years by a current Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and made be made permanent without further competition.

In order to qualify for an ACE-IT position you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Preparing IT budget estimates; AND 2) Performing acquisition support duties (such as drafting Statements of Work, and conducting source selection activities); AND 3) Monitoring IT contractor performance; OR 4) Performing IT system lifecycle management (such as migrating information and cloud technology). All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication 4) Problem Solving.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Active AHIMA membership may be required for some positions. Certified Professional Coder (CPC) through the American Academy of Professional Coders; OR equivalent certification.
