This vacancy is for Multiple IT Specialist, (APPSW), GG-0343-13 positions in the Decennial Directorate, Bureau of the Census, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line

This Job Opportunity Announcement may be used to fill other IT Specialist (APPSW), GG-2210-13, FPL-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Current Career/Career Conditional Department of Commerce Employee: This is a competitive temporary promotion opportunity. This temporary promotion may be extended.

Non-Current Career/Career Conditional Department of Commerce Employee: This position will be filled as a Term Appointment NTE 2 years, may be extended for an additional 2 years at management's discretion.

This position is Eligible for telework; additional criteria will be required (e.g., supervisory approval.

This is a NON-BARGAINING unit position.

Relocation expenses will not be paid.

This is an open continuous announcement. The initial cutoff date for referral is October 27, 2017. After this date additional referral lists will be created as vacancies are available. This announcement covers multiple positions with the Decennial Directorates of the U.S. Census Bureau through October 18, 2018.

The individual selected for this position will:

  • Analyze and evaluate work concerned with integrated systems of computer programs and/or computer equipment.

  • Apply basic management principles to adapt computer methods to a variety of subject matter situations.

  • Oversee/perform equipment installations or relocation, testing and acceptance processes.

  • Integrate several hardware, software, and/or computer related services to provide integrated information system.

  • Plan and design system architecture, design user interfaces, integrate hardware and software component and evaluate new applications software technologies.

Qualifications

Basic Requirements:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: For the GG-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience for this position includes: analyzing, planning, and designing systems architecture; designing user interfaces; integrating hardware and software components; determining output media/formats; evaluating new applications software technologies; analyzing and refining system requirements; translating system requirements into application prototypes; developing, customizing, or acquiring application software programs; writing, debugging and maintaining code; testing, debugging, and maintaining software programs and applications; writing and maintaining program documentation; and monitoring and tracking progress of software projects.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
