The Idaho Department of Labor is currently recruiting for an IT Software Engineer III. This position requires the incumbent to provide leadership in the design, and installation of system software and supporting sub-systems; provides project leadership and technical guidance in programming and analysis; perform related work.

This position may have the potential to tele-work some of the time upon approval and/or successful completion of probation and in accordance with statewide and departmental policies.

Example of Duties

  • Conducts a complete diagnosis of most business problems, factoring in a strong understanding of technical architecture.

  • Identifies, designs, directs, and performs analyses to resolve complex first-time project issues including the analysis of technical and economic feasibility of proposed system solutions.

  • Leads design sessions by presenting logical statements of business problems and designs, and offering and incorporating ideas.

  • Designs projects with broad implications, requiring system integration of technical platforms.

  • Develops code to add functionality to new or existing systems.

  • Develops code with application security as the priority.

  • Participate as a developer and on an agile scrum team. Work with the team to define, estimate and execute tasks in a sprint backlog.

  • Communicate actively and consistently with technical and non-technical staff to share information and ideas necessary to further the team's work.

Minimum Qualifications: (These qualifications are required.) You must possess all the minimum qualifications below to pass the exam for this position.   • Considerable knowledge of data architecture, software architecture, common software design patterns, development and testing practices (Typically gained by Bachelor's degree in an information technology discipline or equivalent from an accredited college AND at least two years of work experience using data architecture, software architecture, common software design patterns, development, and testing practices OR a master's degree in an information technology discipline or equivalent from an accredited college OR at least five years of work experience using data architecture, software architecture, common software design patterns, development, and testing practices.)

  • Considerable knowledge of programming languages and software development tool suites. (Typically gained by at least one course of classroom instruction at an accredited college or vocational-tech level directly related to least one programming language and software development tool suites and at least 18 months of work experience using programming languages and software development tools OR at least two years of work experience using programming languages and software development tools.)

  • Experience creating, interpreting and documenting user requirements (Typically gained by at least two years of work experience on more than one development project.

  • Experience analyzing development solutions to show costs and benefits. (Typically gained by at least two years of work experience analyzing development solutions to show costs and benefits.)

  • Experience coding, testing and deploying production systems. (Typically gained by at least two years of work experience testing and deploying production systems.)

  • Experience establishing and defining architecture and development standards. (Typically gained by at least two years of work experience establishing and defining architecture and development standards.)

Supplemental Information

The ideal candidate will possess the following:

  • Strong development skills as shown through successful projects.

Significant experience with:

  • C#

  • MVC

  • ASP.NET Core

  • MS SQL/T-SQL

  • Entity Framework

  • Application Security

  • API (REST/SOAP)

Additional experience desired with:

  • Authentication using Azure AD (Entra).

  • Azure Cloud development.

  • Azure DevOps or GitHub Enterprise.

  • Cloud computing technologies, preferably Microsoft Azure.

  • Azure services, including compute, storage, networking, and security.

  • Infrastructure as a service (IaaS), platform as a service (PaaS), and software as a service (SaaS).

  • Azure Resource Manager (ARM) and Infrastructure as Code (IaC) tools such as Terraform or ARM templates.

  • Cloud security principles and best practices.

  • Azure certifications (e.g. AZ-900, AZ-104, AZ-204).
