Summary:

The Office of Information Technology Services (ITS) is a team of dedicated professionals providing core technology and cybersecurity services to agencies statewide, enabling state employees to serve Idaho's citizens. We sincerely hope you will consider being a part of our success!

These positions will have a start date of June 10, 2024.

ITS currently has multiple openings for IT Software Engineer II positions at our Chinden Office in Boise. These positions will perform the full range of applications design, analysis, and programming functions to identify and resolve complex operating systems problems and perform related work.

Incumbents will possess knowledge of specialized methods typically gained through job experience and are capable of programming and maintenance activities. Selected individuals will be seasoned IT professionals responsible for the implementation of architecture standards and procedures and mentoring junior staff. They must possess expertise in a technical area and be able to work independently to determine and resolve problems; develop working knowledge of multiple technologies, develop specifications and design complex or highly technical systems, and provide standardization for information management for processes and tools across the organization.

Please note: The successful candidates will be required to pass multiple, comprehensive fingerprint-based background checks specific to the agencies ITS supports.

Example of Duties

• Works effectively with end-users to provide support of major business applications and explain business and technical issues.

• Administers, configures, and maintains Agency SharePoint sites.

• Participates in the evaluation and selection of hardware and software product standards and the design of standard configuration, balancing the competing needs of standardization and innovation.

• Develops code to add functionality to new or existing systems.

• May provide leadership in the design, development, implementation, and support of software on an agency-wide level, coordinating with vendors and/or ITS where applicable.

Minimum Qualifications

Good knowledge of:

• Software architecture, development, and testing practices.

Typically gained by 2 years of work experience using software architecture, development, and testing practices OR completion of an Associate's degree in an information technology discipline or equivalent from an accredited college. In describing education and/or training, please include field of course work, degree title, and additional applicable coursework as identified above.

• Programming languages, software development tool suites and managing source code.

Typically gained by least one course directly related to at least one programming language and software development tool suites AND at least one year of work experience using programming languages and software development tools and managing source code OR at least 18 months of work experience using programming languages and software development tools.

Experience:

• Creating, interpreting, and documenting user requirements.

Typically gained by at least one year of work experience on at least one development project.

• Coding new systems and making code changes to existing production systems.

Typically gained by at least one year of work experience coding new systems and making code changes to existing production systems.

• Testing and deploying production systems.

Typically gained by at least one year of work experience testing and deploying production systems.

Preferred Qualifications:

• Strong knowledge and experience in software development languages and frameworks such as: C#, .NET Core, .NET MVC, Java, HTML5, SQL, Bootstrap. or JavaScript;

• Experience consuming RESTful APIs in software solutions;

• Strong knowledge of Object-Relational Mapping (ORM) frameworks, such as Entity Framework Core;

• Experience developing in Power Platform, ServiceNow, Salesforce, or other low code platforms is desirable;

• Experience with report writing tools, such as SSRS, Birst, Crystal Reports or PowerBI

• Experience integrating third party systems (e.g. document management, service desk, financial, GIS) into software solutions;

• Experience supporting workflows in platforms such as Laserfiche , Sharepoint, or Power Platform.
