The primary purpose of the IT Project & Portfolio Manager is to lead, oversee and ensure the successful delivery of multiple technology projects within scope, quality, time and cost constraints through individual contribution as well as excellent facilitation and influencing skills. The role is expected to deliver best practices through agile and waterfall project development methodologies as well as Project Portfolio Management (PPM) systems and processes.
IT Project Management
Define project scope, goals and deliverables that support business and technology goals in collaboration with senior management and stakeholders.
Effectively communicate and manage project expectations to sponsors, team members and stakeholders in a timely and clear fashion.
Plan, schedule, track project timelines and milestones using PPM tool
Direct and manage the IT project from beginning to end using agile, waterfall and hybrid methodologies as applicable
Adopt and deliver projects as applicable, using agile and scrum methodologies
Facilitate soliciting and formalize project requirements (business and technical) as input to solution design
Delegate tasks and responsibilities to appropriate team members
Identify and resolve issues and conflicts within the project team and propose both short term and long-term solutions to problems
Develop and deliver progress reports, proposals, requirements documentation, and presentations.
Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements
IT Project Portfolio Management (PPM)
Educate, mentor, coach and train project as well as resource managers on PMO processes, guidelines and methodologies including agile and waterfall
Lead the adoption of agile methodology in project delivery and help the organization scale to best practices
Develop, review, publish and maintain PMO templates as needed. Train and educate IT project teams on their use and adoption
Coach and train project/resource managers on project time entry and resource capacity planning in PPM tool (Planview Innotas)
Lead the facilitation of weekly and monthly project governance meetings
Review weekly project status reports and follow-up with project managers on discrepancies to ensure consistency
Support the administration of the PPM tool (Planview Innotas) to ensure proper onboarding and termination of resources
Develop, publish and maintain reports and dashboards in PPM tool (Planview Innotas) for assisting project and resource managers in PMO activities
Develop and analyze project metrics needed for presentation at various governance councils (internal and external to IT)
Document and publish PMO best practices and guidelines on a periodic basis
IT Communications & Relationships
Coordinate the development and publishing of periodic IT communication materials (newsletters, strategy decks, etc.)
Develop presentation materials for IT Steering Committee (ITSC) meetings and Business Relationship Management (BRM) meetings
Assist in internal messaging for IT employees and external messaging to stakeholders on IT strategy, policies and objectives
Develop and maintain easy-to-use and simple templates for effective communication by IT teams on projects/programs and operations
Support the development of internal and external marketing presentation materials that are used for IT brand recognition
Education & Experience:
Bachelor's degree in business information systems, computer science or related field, OR equivalent related IT experience
Eight (8) years of IT domain experience and/or Project management experience
One (1) year of Project Portfolio Management (PPM) tool experience
PMP (Project Management Professional) and CSM (Certified Scrum Master) certification preferred
Knowledge & Skills:
A blend of business, IT and communication skills to drive key outcomes
Good knowledge of Agile and Waterfall project delivery methodologies and ability to coach, mentor and train the IT organization on them
Good knowledge of PPM tools is preferred such Planview, Clarity, etc.
Good facilitation skills and ability to influence and negotiate positive outcomes
Good communication skills (verbal, written, presentation) and ability to communicate well with all stakeholders and teams in person, over the phone and via email
Able to work both independently and in a team-oriented, collaborative environment
Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities
Effective influencing and negotiating skills in an environment with cross functional teams, contractors, resources, and third-party vendors
