Job Summary

The Project Manager will serve as the Paid Family Leave Project Manager. This position is located within the Department of Employment Services (DOES), Office of Information Technology (OIT) division in collaboration with the Office of Paid Family Leave. The mission of Paid Family Leave (OPFL) Office is to plan, develop, and administer a paid leave program for the District of Columbia under the provisions of the Universal Paid Leave Amendment Act of 2016.
Duties and Responsibilities
The Project Manager will: be responsible for the day-to-day supervision of subordinate staff. The incumbent will provide supervision and guidance to subordinate staff by establishing work standards, designating work assignments, identifying developmental and training needs, and evaluating work performance.
Plans and coordinates the work of subordinates, establishes priorities, and prepares schedules for the completion of work. Provides advice, guidance, consultation, and instructions to individual employees on both work and administrative matters.
Manages IT-related initiatives for the Office of Paid Family Leave (OPFL). The OPFL will rely on the incumbent's expertise for independent performance and judgement of work to be accomplished. Guides the selection, implementation and deployment of computer systems and software for OPFL and analyzes operating systems and operating systems software supplied by vendors to determine optimum configuration for the installation and impact on systems design, testing and operating procedures.
The incumbent's responsibilities include overall project planning, governance, and management. Duties shall focus on project planning, monitoring and control, risk and financial management, reporting, and serving as primary liaison with Vendor and Agency stakeholders.
Qualifications & Education
Individuals must possess IT-related education and/or experience as defined in the Information Technology qualification standard (2210 series). In addition to meeting basic requirements, one (1) year of specialized experience equivalent to the grade 13 level is required. Specialized experience is work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience for this position include: demonstration of leadership experience in a supervisory or managerial capacity and have direct work experience in a project management capacity, including all aspects of process development and execution; experience in Agile methodology such as Scrum, Kanban or Scaled Agile Framework (SAFe) process; experience in the Scrum Master role for a software development team that applied Scrum principles, practices, and theories (story points, user stories, backlog, and four ceremonies: the sprint planning meeting, daily scrum, sprint review meeting, and sprint retrospective meeting); and experience researching, analyzing, and developing solutions to complex operational problems.
Applicants who meet the minimum qualifications and have an MBA or MS degree are preferred.
Licenses and Certifications
PMP Certification from PMI.
Certification in Agile methodology such as CSM or SAFe.
Working Conditions/Environment
The work is performed in a normal office setting.

Tour of Duty: Monday-Friday 8:30 am- 5:00 pm
Operational Status: In-person reporting with flexible schedule options including telework based on position eligibility.
Promotion Potential: No known promotion potential.
Duration of Appointment: Management Supervisory Service (MSS), "At-Will". All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Pay Plan, Series, and Grade: MS-2210-14
Salary: $114,441 - $160,216 Based on qualifications and funding
Collective Bargaining Unit (Union): This position is not covered by a collective bargaining unit.
Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
