The salary range listed includes a general wage increase of 3% for all state employees effective July 1, 2024.

The Department of Natural Resources (DNR) has an exciting opportunity within our Information Technology Division. This is a Senior/Specialist IT Project Manager position that provides IT project, portfolio, and contract management services as well as IT consulting services to the agency for IT projects or initiatives that have a heavy IT component. This position establishes the framework and standards for IT project management throughout the Agency. This position establishes and governs the portfolio of IT projects throughout DNR by establishing standard processes, governance, IT project management best practices, and IT project management templates. This position is responsible for planning, coordinating, and managing large, high visibility, application development, and IT acquisition projects including planning and managing resources.  This position's services help ensure that critical IT projects are planned, managed, and completed to achieve results that meet the business needs of the department as effectively and efficiently as possible.Responsibilities:

This is a Senior/ Specialist level position that provides IT project management services to oversee DNR's implementation of the statewide One Washington project, as well as other critical Agency IT projects or initiatives. One WA is the statewide project to replace the Agency Financial Reporting System (AFRS) with the new Workday system. DNR will have multiple systems impacted by this project, and extensive integration, data migration, and replacement work will be required. This position must coordinate with a broad range of both internal and external partners, in particular the Office of Financial Management (OFM) which is leading the One WA project.

This position is responsible for planning, coordinating, and managing these large, high-visibility One WA-related projects for DNR, so as to meet statewide financial integration functionality. This position helps ensure that critical IT projects are planned, managed, and completed to achieve results that meet the business needs of the department as effectively and efficiently as possible. This position reports to the ITD Assistant Division Manager for Project Management Office.

Tasks include:

  • Ensure adherence to all WaTech policies and standards. For projects under WaTech oversight, comply with Gated Funding requirements, WaTech lifecycle management, and the completion of a project's investment plan.

  • Provide the organization with expert-level IT leadership in the area of IT project management by fully understanding and implementing Project Management Institute (PMI) defined best practices.

  • Develop and manage all aspects of IT project and program engagement from planning, external vendor relationships, communications, resources, scope, budget, change, risks and issues.

  • Monitor, track, and control outcomes to resolve issues, conflicts, dependencies, and critical path deliverables using IT analytical approaches.

  • Facilitate the IT governance and IT project status review meetings; identify and quantify variances, complete any required corrective actions, and communicate to all partners and executive sponsors.

  • Deliver appropriate and effective executive-level communication.

  • Procure adequate resources to achieve IT project objectives in planned time frames.

  • Provide status reporting regarding IT project milestones, deliverables, dependencies, risks, and issues, communicating across leadership.

  • Participate and/or drive IT feasibility studies, IT vendor selections, and IT proposals for evaluation by appropriate key partners.

  • Manage ongoing quality control and participate in quality issue resolution.

  • Set and continually manage IT project and program expectations while delegating and managing deliverables with team members and partners.

  • Serve as an expert technical consultant providing IT analysis services to agency business programs. Successful completion of these tasks results in the identification of the best technical solutions to address business problems.

  • Define the IT Statement of Work and Specifications for the requested goods and services.

  • Define and manage IT procurement processes consistent with state and agency policies and procedures.

  • Maintains contractual records and documentation such as receipt and control of all IT contract correspondence, customer contact information sheets, contractual changes, status reports, and other documents.

  • Monitor transaction compliance (milestones, deliverables, invoicing, etc.)

  • Ensure contract close-out, extension, or renewal.

  • Assist in dispute, negotiation, arbitration, or litigation, as needed.

  • Support formal/informal schedules to manage the engagement contract.

  • Work with our Agency EPPMO on work related to the OneWA project.

Required Qualifications:

  • Bachelor's degree in information technology, computer science, or a related field

AND 7 years of experience with at least 3 years managing full-scope technical projects;

OR a combination of education and/or experience equivalent.

  • Completion of a certificate or other program in project management.

  • Knowledge of principles and practices of multiple IT disciplines such as data management, IT security principles, local and wide area networks, data storage, and application architecture principles.

  • Knowledge of management principles with an emphasis on team building and effectiveness.

  • Knowledge of leadership/management techniques and principles in the areas of strategic and operational planning, budget preparation and implementation, and project management.

Special Requirements and Conditions of Employment:

  • Working Setting: Telework or hybrid

Desired Qualifications:

  • Master's Degree.

  • Project Management Professional (PMP) certification.

  • Experience with ITIL, DevOps, or Lean IT.

  • Experience with Agile/Scrum methodology.

  • Experience with LEAN management principles.

  • Public sector information technology management experience.

  • Public sector contracting experience.

  • Position Specific Competencies:

  • Excellent experience in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall

  • Extensive familiarity with traditional PM and office productivity tools: MS Project, Excel, Word, Visio, and PowerPoint

  • Strong leadership, diplomatic, and motivational skills including the ability to lead up, across, and down multiple business and technology organizations

  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence

  • Self-motivated, decisive, with the ability to adapt to change and competing demands

  • Experience negotiating vendor contracts

  • Experience drafting and submitting budget proposals and recommending subsequent budget changes where necessary

  • Experience in successfully leading projects and programs to on-time, on-schedule, and within budget close

  • Experience leading, motivating, and managing various project and program team sizes, including internal and external resources, while holding the team accountable for performance

  • Strong experience presenting to executive sponsors and demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management

  • Experience influencing and gaining buy-in from executive's sponsors, team members, partners, and peers

  • Team-building skills with technical and non-technical staff

  • Flexible with proven ability to conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities
