Kapili Government Services, LLC is looking for a qualified IT Project Manager

  • Requirements Management to support our contract with DHA Virtual Health.

Description of Responsibilities:

  • Perform project management activities, specifically related to requirements management and business analysis, in support of the Military Health System Virtual Health Program Management Office (MHS VH PMO).

  • Responsible for requirements development, review and creation of requirement specifications or use cases, and optimization of the requirement processes

  • Perform requirement reviews and facilitate requirement gathering sessions with stakeholders; ensure that requirements are thoroughly and clearly defined and meet stated objective(s). Verify requirements can be fully testable.

  • Engage with multiple stakeholders; solicit and document feedback in the form of user stories to determine IT enterprise system gaps. Document findings and define requirements for future initiatives and enhancements to current capabilities.

  • Reports to program manager issues that could impact schedule and works to effectively resolve issues

  • Review business processes, systems, and technologies to gather requirements

  • Analyze IT-related requirements with traceability

  • Follow systems life cycle processes to manage requirements and report on them throughout the enterprise in working with governance bodies

  • Perform studies and analysis of component requirements and capabilities in one or more mission areas.

  • Draft capability related documents including mission analysis reports (MAR), capability analysis study plans (CASP), capability analysis reports (CAR), non-material change request (NMCR), mission needs statement (MNS), concept of operations (CONOPS), operational requirements documents (ORD), urgent operational need (UON) and operations policy development (OPD).

  • Perform qualitative and quantitative analysis comparing existing and proposed capabilities with requirement across all component missions.

  • Develop process flows, governance structures, and assist in codifying requirements process improvements.

  • Develop and facilitate requirements discovery sessions, planning meetings, training sessions, and other meetings to facilitate the Government's requirements management processes.

  • Work with Subject Matter Experts to gather data and refine technical requirements for various IT systems and services.

  • Conduct requirements benchmarking, activity modeling, and surveys.

  • Ability to communicate technical topics in a meaningful way to operational stakeholders and be able to take requirements from operational stakeholders and define technical requirements.

  • Use Agile system development methodologies.

  • Develop documentation in support of the requirements management process

  • Establish and maintain a requirements management tool, to include a schema for modules and attributes, the relationship and hierarchy of the modules and conventions for linking the modules of the tool

  • Manage the requirements change process

  • Follow through with inquiries, requests and complaints

  • Forward difficult and non-routine inquiries or requests to appropriate level for resolution


  • Minimum 6 years experience in IT application / software development requirements management

  • PMP Certification

  • Experience with Agile systems development methodology

  • Experience with Systems Development Life Cycle (SDLC)
