IT Project Manager

Johns Hopkins Public Safety is seeking an IT Project Manager, who is responsible for Electronic Communication and Safety System (ECSS) endpoint design, configuration and integration into the enterprise IT system, as well as day-to-day provision of IT services for the department, and single function for the university, health system and/or both. This position works with departmental administrative, academic leadership or senior JHPS leadership to develop and implement plans for service delivery in support of organizational operations.

The IT Project Manager oversees the installation and support of card access control devices, video surveillance cameras, panic alarms, building alarms, emergency phones, and integration to communication equipment and IT systems which ensure secure access and workplace security to facilities on multiple campuses.

Leads projects of varying complexity, which may include those requiring multi-disciplinary and vendor collaboration. Supervises frontline IT professionals, acting as a resource for staff including technical guidance, and may include hands-on responsibilities.

Specific Duties & Responsibilities

  • Participates in Facilities Design and Construction projects and ensures Public Safety IT components are included and designed to meet both industry and JHPS operational standards/requirements.

  • Supports JHPS IT team and works with vendors on Electronic Communications, Security, and Safety (ECSS) systems.

  • Oversees card access and video installation projects on campus locations.

  • Assesses client needs for all Requests for Proposals (RFP), offers options, creates JH Archibus drawings, provides labor and material estimates and works with vendors to obtain quotes for service.

  • Develops operating budget and participates in the setting of budget priorities.

  • Provides input and recommendations to formulate plans. Takes direction from leadership to implement those plans.

  • With an awareness of organization's needs, as well as the larger technology landscape of the institution, implements technology solutions that meet departmental needs.

  • Participates in the establishment of technology policies and practices and implements to ensure security and regulatory compliance.

  • Represents organizational IT, academic or administrative leadership related to IT policies and procedures across the institution.

  • Creates and promotes a culture of excellent customer service.

  • Maintains relationships with customer base to better understand their needs and address organizational goals.

  • Establishes and maintains ties with colleagues throughout the institution to ensure optimal collaboration and coordination of effort.

  • Maintains relationships with technology vendors for the department.

  • Leads projects which vary in complexity and may involve coordination and collaboration with other IT groups at JHU/JHHS, as well as outside vendors.

  • Within functional scope has direct responsibility for the design, development, and application of technical solutions that satisfy customer needs and are essential to the ongoing operations of the department or IT function.

  • Responsible for IT projects that impact the department or IT function, including gathering, planning, delegation of component tasks to team members and monitors progress.

  • Actively participates in group's delivery of services when necessary.

  • Leads small to moderate size staff comprised of IT professionals as direct reports, which may include LAN and Systems Administrators, Systems Engineers, Programmer Analysts and Technicians.

  • Responsible for coordination and oversight of IT related projects within the constraints of scope, quality, time and cost to deliver specified requirements and meet customer satisfaction.

  • Recruits, develops, retains, organizes and manages staff performance.

Knowledge, Skills & Abilities

  • Ability to participate in Facilities Design and Construction projects and ensure Public Safety IT components are included in design to meet both industry and JHPS operational standards/requirements.

  • Ability to work CCURE 9000 from Software House, as well as AutoCAD or Archi bus.

  • Ability to lift items up to 80 pounds.

  • Ability to walk construction sites.

  • Ability to collaboration with peers, colleagues and staff.

  • Proven ability to prioritize work and ensure projects and workloads are completed within timeframe, budget and quality standards.

  • Excellent written and oral communications skills with ability to remain confidential.

Minimum Qualifications

  • Bachelor's Degree.

  • Five (5) years' IT related experience that includes installing and maintaining access control devices, video surveillance cameras, and other associated electronic communications security and safety (ECSS) endpoints. Must have at least two (2) years in a supervisory role and project management.

Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

  • JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred Qualifications

  • Work experience in security or law enforcement environment.

  • CCURE 9000 Enterprise Certification.

  • American Dynamics Victor/Video Edge Certification.

  • One (1) year of experience with AutoCAD or Archi bus.

Starting Salary Range: $98,800 - $173,300 Annually (Commensurate with experience)
