The Central Services Division provides shared services for budgeting, accounting, payroll, contracting, federal grants management, information technology management, database development and management, facilities, records management, risk management, employee safety, and office reception.

The Information Services section helps achieve the agency's mission by building and maintaining a modern, reliable, and readily accessible technology infrastructure. The section provides network administration, system administration, application development, database solutions, data governance, information security, and technical support for the entire agency. The Information Services section also supports the agency's educational mission by providing tools and capacity for gathering, sharing, and publishing data and information with citizens, partners, and stakeholders. In addition, the Information Services section provides internal services focusing on securing information and infrastructure, and coordinates enterprise technology efforts with Enterprise Information Services.

WHAT YOU WILL BE DOING

The primary purpose of this position is to act as the main source for managing large IT projects for the agency by facilitating project teams and building consensus on project direction among stakeholders. This position is responsible for the overall direction, coordination, implementation, execution, control, and completion of specific IT projects ensuring consistency with Department of Energy strategic objectives and statewide goals.

This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

WHAT WE ARE LOOKING FOR

  • Six (6) years of information systems experience in: IT project management, requirements gathering, and data management;

  • OR-

  • An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in: IT project management, requirements gathering, and data management;

  • OR-

  • A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in: IT project management, requirements gathering, and data management;

  • OR-

  • Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

The most successful candidate will also have the following skills, experience, and background:

  • Demonstrated expertise in managing IT projects through their full lifecycle, including initiation, planning, executing, monitoring, controlling, and closing, ensuring successful delivery and alignment with business objectives.

  • Demonstrated skill and ability to negotiate, manage, and maintain strong relationships with vendors to ensure high-quality deliverables and adherence to contract terms.

  • Proven ability to develop or implement new software applications, as well as maintaining and optimizing existing software applications, ensuring seamless performance, robust security, and effective user support throughout the project lifecycle.

  • Demonstrated ability to identify and anticipate emerging project risks and security weaknesses, and proven ability to address those developments through risk mitigation, and proposed enhancements, bug fixes, and system changes that address business system change requests.

  • Exceptional communication skills with a proven track record of effectively conveying complex technical information to diverse partners and team members.

  • Proven ability to effectively allocate and manage project resources, workload prioritization, and technology to maximize productivity and achieve project goals.

Preference may be given to those with the following experience and skills:

  • Certification in Project Management, preferred but not required.
