The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.
The foundational principles of the office are Integrity/Ethics, Objectivity and Accountability. OSC's overall goals are to optimize operational execution, manage risk effectively and efficiently and foster a high-performance culture. OSC will provide excellent customer service while achieving those goals. The State Controller is the State's Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce, and financial reporting systems. The basis for the Controller's authority is statutory.
Description of Work:
The primary purpose of this position is to lead, coordinate, and facilitate user engagement related to the NC Financial System. These activities include understanding the users, planning and delivering education and learning for users, managing the change control process, and assisting agencies with best practices for the NC Financial System. This position requires a candidate with NCFS experience and a working knowledge of state government policies, procedures and financial systems. The Program Manager is accountable for working with the Division Director and Program Analyst to produce high quality work products in the areas of communications, documentation, planning efforts and change control. This position reports to the Division Director and helps plan, monitor, and execute NCFS sustainment work.
Duties Include:
User Engagement/Change Control Management:
Manage and facilitate end user engagement program for NCFS sustainment
Organize, schedule, and facilitate regular communication and interaction with end users of NCFS
Proactively identify changing requirements and problems regarding NCFS
Take initiative in strategic planning and change management efforts
Solicits stakeholder feedback and prepares action plans accordingly
Escalates Stakeholder/End-User issues and concerns
Project Management:
Lead and facilitate assigned staff or workgroups to include staff from other state agencies in project-related work for the statewide NCFS
Conduct research and set appropriate deadlines for tasks and projects
Plan and assign work to OSC staff for necessary deliverables
Be responsible for timeliness, accuracy, completeness, and quality of all assigned deliverables
Facilitate collaboration between functional teams
Responsible for NCFS Communications including newsletters and presentations for various forums

Demonstrated, documented ability to interpret, analyze and apply knowledge of laws, regulations, procedures, generally accepted accounting principles, technical and professional standards
Demonstrated, documented ability to analyze and apply knowledge of accounting, budgeting and information systems and operations to support the management of the FBR project
Demonstrated, documented ability to recognize complex problems, identify issues, and propose solutions related to the FBR system
Demonstrated, documented ability to communicate complex standards and issues in writing and verbally in a clear, concise and organized manner, and make recommendations on policy impact and/or operations
Demonstrated, documented ability to independently consult and suggest corrective action related to complex FBR project challenges
Experience in one or more State agencies, with a good understanding of State processes and procedures
Demonstrated, documented ability to proactively identify changing requirements and problems regarding FBR project needs
Experience in managing, organizing and leading large, complex IT projects with high risk
Experience with counseling and advising senior level management and leadership regarding risks, process re-engineering, and technology issues

Bachelor's degree in Computer Science or a related IT field, Business Administration, Project Management, or closely related degree from an appropriately accredited institution and four years of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.
