IT Project Manager / Agile Coach (SR929) (Job Number:440264)


Job Description:
On any given day, you may be called on to:

  • Provide service and strategic project status to stakeholders and customers

  • Help scope projects/information requests

  • Monitor project funding and recoveries

  • Develop and maintain Service Level and Operational Level Agreements

  • Track department work

  • Coordinate deliverables and Department resources with team leads and architects

  • Provide management with status reports

  • Instruct and enable the department in LEAN, Agile methodologies

  • Coordinate team planning and strategic project funding requests/activities


Required Skills:

  • Bachelor's degree in Information Technology, Management Information Systems, Project Management, Business Administration (MIS emphasis).

  • 6 years of experience (a minimum of 10 years of directly relevant experience required to qualify in lieu of a relevant degree).

  • Experience with IT Project Management/Leadership responsibilities

  • Experience implementing Software and Hardware Development Life Cycle processes over COTS and custom development efforts including Agile/LEAN practices, SCRUM, Kanban or other development principles and methods.

Desired Skills:

  • Familiarity with ITIL preference for ITIL certifications

  • Experienced in application portfolio management

  • Project Management Institute (PMI) certification

  • Experienced SCRUM Master and Trainer

  • Experienced LEAN/Agile coach and trainer

  • Demonstrated expertise in the use of a wide array of Software Development and PM/EV tools/processes (e.g. Rally, Jira, Microsoft Project, Visual Management Boards)

  • Familiarity with Kanban

  • Familiarity with ITSM, CMDB, and enterprise event monitoring tools

  • Strong teamwork and effective interpersonal and communication skills

  • Ability to effectively prioritize and execute tasks in a constantly changing environment

  • Ability to develop and nurture effective relationships internal and external to the organization

Clearance Requirement:

  • Must be able to obtain a DOE Q security clearance

The Program Engineer is the SEP representative with all program customers (NNSA, Navy, and Air Force). On any given day, you may be called on to: * Have a PMP certification or able to obtain PMP certification within one year of hire. * Exercise overall authority and accountability for the full range of project management responsibilities; * Make programmatic decisions regarding the direction of a project and be held accountable for the results of those decisions; * Work with project personnel and partners with the extended project team, including customers, sponsors, and suppliers, to ensure that the project is fully and properly integrated; * Lead the production of project cost estimates and schedules; * Develop, define, and execute project plans, schedules, budgets, and deliverables; * Identify and address both technical and non-technical risks and opportunities; * Recommend changes to improve engineering and project management processes. Ability to interact effectively with all levels of internal and external customers, including the ability to build and manage effective working relationships. * Ability to make decisions requiring engineering judgment across more than one discipline. * Experience identifying risks, developing mitigations, and working with risk software tools such as ARM and Acumen. * Experience coordinating programmatic and technical risks with other sites according to Risk and Opportunity Management Plans. * Experience updating Baseline Cost Reports (BCRs) to generate the appropriate Management Reserve and Contingency Costs and Schedule. * Experience briefing customers (internal and external) on programmatic and technical risks. * Experience working with customers to understand requirements * Experience developing Schedule and Cost Risk Analysis * Knowledge of technical program/project management functions, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. * Experience with the Nuclear Weapon product realization process. * High tolerance for ambiguity in requirements, ability to thrive in a multi-tasking environment, and the skill for creating a positive work environment for all. * Ability to effectively prioritize and execute tasks in a high-pressure work environment. * Experience with application of an Earned Value Management System. * Experience with Primavera6 or other scheduling software. * Active DOE Q clearance.
