Provide strategic and operational level support for Navy programs and projects that influence requirements for afloat and ashore Information Technology (IT) systems, infrastructure, networks, and architectures, at both the enterprise (Navy and DoD) and tactical level.
JOB DESCRIPTION AND RESPONSIBILITIES:
Provide the Resilient Networks Branch of the Assured Command and Control (AC2) Division (N2N6F1) with POM programming support services to assist in Navy initiatives by reviewing processes, organizational structures, and ongoing efficiency efforts at the corporate, individual command and activity levels. Specific tasks include:
Assist with overarching programming responsibilities by supporting the assigned Program Objective Memorandum (POM) coordinator(s) with budget integration and collaboration efforts.
Assist with hosting meetings associated with all POM activities. Prepare and distribute minutes highlighting key actions required. Identify and/or develop, distribute, and ensure adherence to standard document templates.
Enter approved POM issues into iRAPS for transfer to PBIS. Ensure 100 percent accuracy of budget level detail with particular attention to Special Project Codes (SPC), Special Interest (SI) codes, and High Interest Item (HII) codes.
Utilize the PBIS database and daily PBIS Change Reports to determine if programming / budgeting issues affect any AC2 IT programs. Collaborate with ROs to determine how identified programmatic changes should be distributed within iRAPS. Summarize changes and redistributions for the Branch Head.
Report the impact of all related Office of the Secretary of Defense (OSD) Issue Papers, Program Budget Decisions (PBD), and Program Decision Memoranda (PDM) to AC2 IT programs. Verify that all RO submitted responses / reclamas are in the proper format with 100% accurate financial data.
Assist the Division PPBE Coordinator with processing of execution year funding requests, FMB mid-year reviews of obligations and expenditures, and scheduling / coordination of financial reviews.
REQUIRED SKILLS AND QUALIFICATIONS:
Security Clearance: Secret
7 years of experience (at least three years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
Working knowledge of the following financial and IT systems databases: iRAPS, PBIS, PBIS-IT, DITPR-DON, and DADMS.
Familiarity with DoD and Navy POM/PPBE requirements, policies, and processes.
Ability to manage diverse taskings.
Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.
DESIRED SKILLS AND QUALIFICATIONS:
Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR or Program Executive Offices (PEOs)/Program Offices directly supporting IA and IT programs.
Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
Operational Fleet experience (USN, USCG, USMC) in billets that maintain, modernize or utilize IT and IA systems and programs.
