IT Program Manager

San Diego, CA (Rancho Bernardo)

The IT Program Manager is responsible for leading, planning, and organizing project teams to achieve a high level of performance; while ensuring the program is aligned to the IT strategic plan. The IT Program Manager will manage various programs and/or teams while adhering to the policies set forth in the IT PMO. The position will report to the Manager, IT Program Management.


  • Lead and motivate Project teams that support SIE IT PMO

  • Prepare and present high-level status reports of Programs

  • Collaborate with other team members in the SIE IT PMO

  • Identify and mitigate risks throughout the project/program

  • Continually evaluate overall performance of the Corp IT Train team(s) or Programs

  • Lead Strategic Planning sessions

  • Provide transparent communication to all stakeholders

  • Identify areas for process improvement and initiate improvements

  • Coordinate day-to-day activities necessary to deliver agreed scope


  • 4 Year Degree from an accredited university

  • At least 5 years in Information Technology

  • At least 3 years as an IT Project/Program Manager

  • Project/Program Management Certification

  • In depth knowledge of SAFe or Scrum methodology/process

  • Previous Project or Program Management Experience

  • Proven success of leading technology teams

  • Previous experience in a Technical role

  • Ability to quickly adapt and respond to shifts in the Program

  • Proficiency with various Project Management tools

Desired qualifications:

  • Master Degree from an accredited university

  • Experience with Agile Methodology

  • Previous Program Management experience

  • Languages: English, Japanese a plus

To learn more, visit Responsibilities Overall Responsibilities: PCG is seeking a dynamic, highly skilled, and experienced Program Manager with an interest and background in public service to lead our San Diego, CA CalWORKs Welfare-to-Work/Refugee employment services and child care payment program, an operation that provides a variety of human services to more than 5,000 program participants at four offices within the county of San Diego. The Program Manager will be responsible for setting and overseeing the strategic direction of the operation, maintaining strong client relationships, overseeing project performance, and professional development of the program leadership staff. This role is ideal for the public-sector leader with significant senior-level experience overseeing successful projects and/or complex operations and have several years of experience as a direct manager. Candidate will supervise approximately 6 program leads and maintain oversight for nearly 250 staff. Specific Responsibilities: Responsible for the overall direction, coordination, and oversight PCG's CalWORKs Welfare-to-Work/Refugee Employment Services and child care payment operations contract in San Diego County (California) ensuring consistency with company strategy, strong relationships with our client and the community, and excellent performance. This will include: * Client Engagement and Management: Candidate will develop and maintain strong relationship with PCG's client and related stakeholders; * Strategic Management and Leadership: Candidate will set the vision for our program and establish processes and procedures to achieve high levels of performance; * Operation Management: Candidate will be responsible for oversight of the program, assuring that operation and performance standards are met; and * Contract Management: Candidate is responsible for effective oversight of a large human services operations contract, will oversee a Leadership Team of six, and be responsible for oversight of operations, finances, performance, and human capital development. Ideal Characteristics and Attributes: * Positive and effective leader of people; * Takes a "systems thinking" approach to problem solving; * Utilizes data and facts effectively to advance solutions; * Output and outcomes focused; * Adept at the various aspects of project, program, or operations management. Eg. Human capital management, resource management, customer service, budgeting, etc.; and * Has previous experience in related Human Services programs (CalWORKs/TANF, child care, etc.) and bilingual in Spanish, Arabic, or other language commonly spoken by clients (desired but not required).
