Job Summary

The IT Program Manager position will be assigned to the Black & Veatch CIO Office PMO to achieve documented technical and business objectives including all aspects of the planning, monitoring, development and implementation of assigned programs and projects and acts as a single point of contact for those programs and projects. Takes programs and projects from original concept through final implementation. Defines high level business requirements and objectives for translation into detailed work plans, schedules, cost estimates, resource plans, and status reports. Schedule and conducts meetings and is responsible for proactive project monitoring, tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Facilitates technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of project performance issues. Will ensure Projects are completed and metrics reported from the time they are requested through Project close down.

The IT Program Manager will be responsible for driving the planning, execution and tracking of a major cloud transformation effort that spans multiple functions across financial business processes. In this position, the IT Program Manager will manage the global Oracle Cloud Financials "Procure to Pay" transformation program and lead the transition, maintenance and administration of the organization's financial systems to the Oracle Cloud platform. Responsibilities will include tracking, controlling and reporting progress for the Oracle Cloud Financials transformation projects within the overall program working in close collaboration with external vendor and internal teams.

Key Responsibilities

  • Program Governance:

  • Promotes standardized processes, methods, templates, reporting, etc., across the global project domain

  • Performs project financials tracking and reporting

  • Participate in various periodic PMO governance meetings including Monthly Project Reviews (MPR)

  • Basic system and user administration of CA PPM Clarity and VSTS tools (or similar toolsets).

  • Project/Program Management:

  • Perform pre-project/program readiness check (requirements, environment, resources, contract, quality checks, etc) and approve initiation.

  • Project/Program Lifecycle Management with Outcome focus in a Global Delivery Model using Waterfall, Agile and DevOps methodologies.

  • Proactively Identifies and manages issues and risk resolution for Cost, Quality, Schedule, People on an ongoing basis.

  • Regulates and Manages and if necessary, escalates all change control and scope management

  • Coordinates and monitors various QA processes including quality checks, system testing and user acceptance testing activities

  • Collate and review project status reports from multiple sources and present to internal and external stakeholders.

  • Collect, analyze, report project metrics and offer recommendations

  • Proactively and timely resolve project/program related conflicts and escalate as necessary.

  • Reviews and approves standard project lifecycle phases/gates

  • Conduct "Lessons Learnt" meeting at the end of the project/program and update PMO Processes and Standards accordingly.

  • Provide Hands-on ownership of the Oracle Cloud Financials implementation projects and drive them to completion on time, within budget and with quality results and good customer satisfaction.

  • Partner with internal teams and meet with decision makers, systems managers, and end users to define business and operations requirements and financial systems goals as well as identify and resolve systems issues.

  • Create and manage a detailed project plan for interfacing, migrating and transitioning existing applications onto the Oracle Cloud platform during all stages of program delivery (Design, Build, Test and Deployment) and to monitor and track progress on execution.

  • Ensure plan is aligned with other Finance programs in flight and business roadmaps.

  • Facilitate and manage program meetings and drive team members to key decision points including phase gate approval meetings.

Management Responsibilities

Minimum Qualifications

BA, BS, or MS graduate, but may include individuals who have had previous experience within other functional areas.

Experience:

  • Typically 5+ years in Project & Program Management / Project Portfolio Management, IT Demand Management processes, Project planning/scheduling

  • SDLC waterfall, Agile and DevOps methodologies.

  • Experience with ERP systems and with Oracle or SAP Cloud implementations preferred.

  • Time and Material (T&M), Fixed Fee (FP), Milestone based, SLA/Risk/Reward based project/program execution.

  • PMI certification preferred.

  • CMMi 5, ITIL knowledge preferred.

Preferred Qualifications

  • Bachelor's Degree in Finance, Accounting or Information Technology is preferred

  • Experience with Oracle EBS Suite and with leading the implementation of core Oracle Financial modules (EBS / Cloud)

  • Knowledge of both U.S. and International accounting standards and processes

  • Understanding of ERP systems (e.g. Oracle, SAP) and industry standard Procure-to-Pay, Order-to-Cash, Financials and Payroll business processes

  • Understanding of out-of-the-box configuration capabilities to address business needs

  • Experience in managing vendor relationships

  • Knowledge in key scheduling and control processes

  • Knowledge in cloud transition planning and monitoring

  • Excellent leadership, communication, listening, understanding and problem solving skills

Certifications

PMI certification a plus.
