Duties and responsibilities

Provides IT Planning, Budget, Reporting, and Analysis support to the Chief Information Officer (CIO) Organization.
Supports the management of the Agencys IT portfolio, which sets investment priorities and aligns business processes to ensure IT architecture and products align and support mission requirements.
Ensures compliance with applicable statutes, regulations, policy, and IT portfolio management and capital planning guidance.
Reviews annual IT Budget Capital Planning Guidance to ensure compliance with applicable statutes, regulations, policy, and guidance for IT portfolio management, and related capital planning processes.
Supports Enterprise Portfolio Management and Investment Review Board business processes, including IT investment dashboard scoring, PortfolioStat process, and data inventory for
Supports the evolution of portfolio management processes and associated objectives and outcomes.
Ensures compliance of mandatory FITARA requirements in the areas of investment management, acquisition oversight, and risk management.
Coordinates FedStat (in conjunction with entities outside of the OCIO), PortfolioStat and TechStat.
Administers and maintains Electronic Capital Planning and Investment Control (eCPIC) system and program.
Designs data collection strategies that minimize administrative burden and conduct portfolio build and portfolio monitoring analyses that enable leadership to make data-driven decisions.
Supports the CIO organizations in accomplishing the development, preparation, submission, and justification of the Agencys IT budget exhibits including monthly updates and CIO evaluation scores of Major IT Investments to the Federal IT Dashboard.
Interfaces directly with federal clients and project and program managers across the Agency to comprehend the current portfolio of projects and make recommendations for improvement.
Designs and implements predictive analytics to inform portfolio management and investment decision processes.
Develops customized portfolio management artifacts, templates, and analytic tools to assist Agency offices with comprehending the condition of project portfolios and maturing portfolio management processes.


Required Knowledge/Experience/


Must possess at least 5 years of relevant work experience
Possesses and applies comprehensive knowledge on multiple complex work assignments.
Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks.
Operates with appreciable latitude in developing methodology and presenting solutions to problems.
Contributes to deliverables and performance metrics where applicable.
Strong analytical skills, superior problem-solving skills, and demonstrates critical thinking
Proven ability to anticipate requirements and proactively address new tasks to completion
Excellent verbal and written communication skills
Proficient in interacting with Senior Leadership/Executives
Strong attention to detail.
Ability to prioritize and multitask in a fast-paced environment

Required Education:

Bachelor's Degree in a related field or relevant disciplines.

Security Clearance:

Secret Clearance required / Top Secret Clearance Preferred

The office plays a lead role in maintaining U.S. openness to foreign investment, helping to ensure an open investment policy towards U.S. investors. Learn more about this agency Responsibilities The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. * Assist the Director in all aspects of managing CFIUS cases, including working closely with Investment Security staff, Treasury legal counsel and other Treasury program offices, other agencies, and parties to transactions, to ensure timely progression of cases; * Review and edit written work product of case officers and, in some cases, draft original work product. This may include extensive involvement in drafting or overseeing the preparation of memoranda to senior Treasury officials, and possibly the President, presenting the issues raised by particular transactions notified to CFIUS, and recommending courses of action; * Play a key role in Treasury's Open Investment Initiative to communicate the U.S. open investment policy and information about the CFIUS process through various channels to foreign governments and investors and other relevant foreign and domestic stakeholders; * Establish and implement strategies to ensure foreign inward investment policies are consistent with international norms, including through coordination with other offices in the International Affairs division of Treasury; * Engage with other agencies and provide advice to Treasury senior officials concerning other U.S. Government legislative or regulatory initiatives that would affect foreign investment in the United States.
