IT NETWORK SPECIALIST II - Information Technology

JOB SUMMARY

The Network Specialist performs network systems work involving the implementation, maintenance, and monitoring of local area networks, wide area networks, Internet or Intranet systems, and network segments. Employees in this role are responsible for the planning, design, development, maintenance, and operation of the City's network systems. This includes designing, configuring, troubleshooting, and maintaining the local area and wide area networks, including routers, switches, gateways, and applications servers; responsible for the configuration and repair of telecom infrastructure, including video, data, and voice communication systems. Perform other duties as assigned.

ESSENTIAL JOB FUNCTIONS

Performs advanced (senior level) network systems work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex network specialist work and may:

  • Oversee and/or conduct major studies regarding system usage, make recommendations for improvements, and determine network system requirements.

  • Review network system plans for completeness and accuracy, and plan and schedule network studies and system implementations.

  • Analyze existing network and system procedures for efficiency and effectiveness.

  • Analyze and define agency disaster recovery responsibilities and procedures.

  • Install and repair voice, data, digital, wireless, and video telecommunications systems to ensure reliable operation.

OTHER JOB FUNCTIONS

  • Performs network startup and shutdown procedures; maintains control records.

  • Monitors the status of the network to ensure that all devices are working properly.

  • Performs tuning and capacity planning activities to enhance the performance of network resources.

  • Gathers data pertaining to customers' needs and uses information to identify, predict, interpret, and evaluate system and network requirements.

  • Installs, tests, and maintains network hardware and software; analyzes network utility and availability.

  • Maintains the network's physical and logical structures, including network connections.

  • Maintains network support software, analyzes user support statistics, and recommends appropriate measures.

QUALIFYING EDUCATION AND EXPERIENCE

  • Associate's degree required, Bachelor's degree preferred in business, Information Technology, or Computer Science. In lieu of an Associate's degree, three (3) years relevant, increasingly responsible experience implementing and managing enterprise network LAN/WAN/Wireless communications

  • Inclusive of two (2) years of experience, include managing network security devices such as network firewalls and intrusion detection devices, or equivalent combination of education and experience.

  • Possession of a valid Texas driver license.

PREFERRED EDUCATION AND EXPERIENCE

  • Experience serving as team lead for network initiatives and incident response.

  • Four (4) or more years of increasingly responsible experience implementing and managing enterprise network LAN/WAN/Wireless communications.

  • Experience managing multisite failover for disaster recovery using BGP, VRRP, various ISP connections, firewall clustering, and Load Balancers.

  • Experience implementing security policies based on best practices throughout the enterprise network.

  • Experience setting up/troubleshooting IPsec VPN (route and policy-based) tunnels between multi-vendor hardware.

  • Preferred Certifications: Network +, Security +, Wireless Network Administrator - Cisco Certified Networking Professional (CCNP)

Associate's degree required, Bachelor's degree preferred in business, Information Technology, or Computer Science.
