Job Description:
This IT Manager I position will manage and direct IT Application teams that support the Department of Health and Human Services (DHHS) Information Systems and Technology (IS&T) team. This position will report to an IT Manager II and will manage several IT Supervisors. The Application teams will include business analysts, technical analysts, and help desk staff that provide development and support for mainframe, web, client server, and vendor supported systems.
The successful candidate will need to possess skills in analytical thinking, coaching, and developing staff, communicating with various technical skill levels as well as non-technical leadership, the ability to prioritize and plan work, as well as an ability to interpret and apply state and federal laws/standards as well as agency policies and procedures to all aspects of the information technology projects for DHHS.

Job duties
This position will manage IT functions and supervise subordinate IT Supervisors within the DHHS Applications Development Teams. Duties include managing and directing all aspects of;
Managing of teams that support the enhancement, maintenance, and replacement of DHHS critical applications
Developing and implementing policies, procedures, and standards for IT Applications
Functioning as the IT liaison with DHHS business teams
Coordinating with other State agencies on DHHS technology needs
Preparing work plans and resource allocations to accomplish the IT Applications projects • Managing IT staff including all personnel functions; including: hiring, performance evaluation and disciplinary procedures
Recommending new technologies to meet business
Preparing, monitoring, and executing the area's IT budget
Preparing of the area's IT strategic plan and process
Monitoring work status, preparing status reports and taking corrective actions as necessary
Preparing vendor agreements along with managing and overseeing IT vendor relationships
Requirements / Qualifications
Minimum Qualifications: A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience in related information technology discipline(s) (network infrastructure, coding, systems or database), and two years of experience supervising activities of professional level IT Staff; experience can be substituted for education on a year for year basis, two years of which should be as a project coordinator, leader, or supervisor.
Preferred Qualifications: Two full years or more supporting the area of Applications Development. Two or more years of IT Applications Development Supervision. Experience supervising large applications development teams. Experience working with Leadership Team to set and implement strategic products. Experience with Health and Human Services applications is a plus but not required.
Other: Regular and reliable attendance is required.
Knowledge, Skills and Abilities
Candidates must be service oriented, have strong interpersonal, leadership and analytical skills that include working directly with vendors, state agency business and technical staff, and OCIO teams to determine sound technical solutions for business requirements. Candidate must have strong technical, organization, and planning, problem-solving and decision-making skills.
Knowledge:
Knowledge of application and techniques of programming in a variety of computer languages.
Knowledge of applicable standards, practices, and procedures regarding development, design, usability, maintenance, operations, including processed and industry best practices.
Knowledge DHHS program rules, regulations, systems requirements, and service delivery processes.
Knowledge of employee development through establishment of long and short term goals.
Knowledge of building and maintaining vendor relations
Skills:
Skills in active listening; oral and written comprehension and expression.
Skills in strong analytical and critical thinking; deductive reasoning; initiative; innovation; judgment and decision making and solving problems.
Skills in organizing, planning, and prioritizing; performing administrative tasks; time management; persuasion; providing consultation and advice to others.
