We seek a highly motivated and customer-oriented IT manager who is prepared to lead a team using his/her management, customer relation management, project management, requirements engineering, and advanced people leadership skills to a IT team supporting a complex customer across multiple sites.
The program manager maintains single point accountability and responsibility for leading a team of approximately 30 professionals delivering end-to-end IT infrastructure modernization, operations and end-user services 24/7/365.
Primary job duties include leading and managing the team in all areas, managing the customer, compliance, reporting and ensuring successful delivery of IT and Cyber services and all other aspects of the organization including budget management, hiring/managing staff, and similar activities. The position will also establish oversight process and procedures for IT/Cyber staff in suborganization so should have experience setting policy and following up with compliance. The ideal candidate will have significant management experience and have experience providing oversight for other IT groups that are in other organizations. Bachelor's degree or higher in IT Project Management, Business Systems Analysis, Management Information Systems, or other relevant discipline, or equivalent experience
Over seven years of proven experience in managing federal government programs of similar size and complexity, as described above
Successful leadership of diverse teams, projects or organizations
Technical knowledge of the project's information technology in use and experience modernizing a variety of software and systems while ensuring cyber protection and minimizing impact to the users.
Experienced Scrum Master and/or Six Sigma Green Belt
Demonstrated leadership skills, including the ability to articulate a plan and lead the execution to successful completion Ability to effectively prioritize and execute tasks in a constantly changing environment
Ability to develop and nurture effective relationships with customers and internally
Excellent verbal and written communication and presentation skills
Active Project Management Institute (PMI) certification
Must be able to obtain or already have a DOE Q clearance
Desired Qualfications:
Master Degree in a related field
ITIL 4 Certification,
Experience migrating customers to new technology including cloud based systems
Experience developing and managing SLA's for a wide variety of technologies and customers. Familiarity with IT infrastructure services, capabilities, and providers
Familiarity with Agile, CMMI, and/or the Solutions Delivery Lifecycle
