The Sexual Assault Forensic Examination Telehealth Center (SAFE-T Center) at The Pennsylvania State University was launched with support from the Department of Justice, Office for Victims of Crime as a solution to enhance access to high quality sexual assault care in underserved communities. When a sexual assault examination is performed at one of our partner hospitals, one of SAFE-T Center's expert nurses participates through telehealth.
The expert nurse appears on a screen where she can talk to, and support, both the on-site nurse and the patient. Though our specialized digital telehealth technology, she can also see the live exam in progress, ensuring best practices, proper evidence collection and a safe, helpful environment for the patient. The SAFE-T Center is pushing the boundaries for IT/Telehealth technology in the field of sexual assault care, building custom systems responsive to the need for innovation and fiscal responsibility that will allow this unique program to exist wherever it may be needed.
The Telehealth Director will lead and coordinate all aspects of Telehealth for the Sexual Assault Forensic Evaluation Telehealth (SAFE-T) Center within the College of Nursing which will involve a series of complex and groundbreaking information technology projects to ensure that program goals are accomplished within the established time frame. To ensure the SAFE-T Center continues to improve and enhance systems, the Director must be able to devise creative solutions, be apprised of complementary and developing technologies, and have a constant eye on optimizing our systems. The Telehealth Director will confer with other personnel and partner site liaisons, to resolve issues, develop business processes to meet grant requirements, and coordinate all program and component activities with business teams to ensure all goals are met.
Most importantly, the Telehealth Director will partner across Penn State and Penn State Health to ensure that all IT compliances policies and guidelines are met within each grant. Specific duties include but are not limited to: Consult with leadership and review project proposals to determine goals, time frames, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of resources.
Lead technology development of telehealth solutions. Manage a large budget of 1-2 million dollars and set IT funding priorities. Prioritize IT initiatives within the scope of the larger program, including determination of dependencies.
Demonstrate sound judgment by considering IT security risks, impact and implications of actions within the IT environment. Oversee comprehensive communication and marketing plan development and execution for the program. Develop program plans specifying goals, strategy, budgets, staffing, scheduling, risks, contingency plans, and allocation of available resources to support highly complex information technology projects.
Direct and coordinate activities personnel, to ensure that individual progress is on schedule and within budget. Prepare IT status reports and keep leadership and others informed of program and component project status and related issues. Serve as a spokesperson for the program in a wide range of settings and with diverse set of stakeholders and constituencies.
Confer with other Penn State personnel to resolve issues. Coordinate and respond to requests for changes from original specifications. Develop complex business processes that ensure developed applications meet all grant requirements.
Coordinate the integration of vendor tasks, and track and review vendor deliverables. Keep abreast of information technology methods, security and techniques to assess trends. Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience.
IT management experience preferred. Basic understanding of Audio-Visual technologies, and current trends in the industry. Must be familiar with ITIL methodologies.
Ability to manage all aspects of multifaceted information technology programs. Proven ability to influence and leverage the skills of others. Experienced in building and managing IT engagements with input from multiple IT and business functions based on durations and dependencies.
Experienced in risk management and the facilitation of mitigation strategies with IT and business stakeholders. Ability to determine goals, funding limitations, procedures for accomplishing program objectives, staffing requirements, and allotment of resources. Ability to develop business processes that ensure developed application meets all project requirements and develop and execute quality assurance test plans.
Ability to effectively present information and respond to questions from individuals and groups of managers and personnel in order to keep management and others informed of program status and related issues. Ability to work effectively with a diverse populations and audiences, set clear expectations and effectively coach, mentor and motivate staff. Advanced oral, written and presentation skills.
