Scope of work
Clients fiber optical cable infrastructure transverses 38 rails stations, 5 garages, and numerous administrative buildings.
It carries the bulk of all data transmitted by CLIENTs critical applications and processes.
The current physical fiber infrastructure is approaching end-of-life.Itcontainsmajorsegmentsthathavebeeninexistencefor20-25years.
Currently therearen'tanyalternativepathstore-routedatatrafficintheeventof afiberbreak.
Afiber break now may cause anoutage that would interrupt critical business services.
This project proposes to perform the following:
Deploy a Fiber Infrastructure Management Software Application to fully document all aspects of the Authority ' s outside-plant (OSP) fiber network.
DeployGigabitspeedfiberconnectionsanddiverseroutingcapabilitiestoaminimumof 50 sites and 10Gigabit speed fiber connections to a minimum of 4 sites to provide full redundancy(i.e.alternatepath)fortransportofnetworktrafficintheeventofananomalyor complete failure along the primary physical fiber pathway. Purchase and deploy additional network equipment and connect the primary fiber infrastructure to the proposed "alternate path."
Deploy new primary fiber connecting Rails Stations (38), Rail Yards (3), Headquarters, Canterbury,annex, PCC, RSCC, IOC, and other selected locations throughout the Authority.
Make improvements to CLIENT' s existing fiber cable network to sustain functionality until the expansion iscomplete.

QUALIFICATIONS
4-Year Degree in Business, Information Technology or relatedfield.
8+ years of experience managing IT infrastructure projects with a focus on fiber connectivity, infrastructure enhancements, replacements and end of life initiatives.
Experience leading a cross-functional team to upgrade/replace network servers, switches and storage is also stronglydesired.
PMP Certificationpreferred.

Deliverable:
IT Infrastructure Project Manager shall provide the following deliverables in support of the CLIENT Technology Department.
For the Diverse Fiber Routing Project, the PM will lead a team of cross-functional resources in the execution of project deliverables.
In parallel, the PM will create and maintain the following project management artifacts/documents: responsibility matrix (RACI), project management plan, project schedule, and procurement related documents (SOW, Executive Summary, Independent Cost Estimate), weekly status reports, budget documents (i.e. spend plan, acquisition plan), risks and issues logs, and lessons learned. Support the achievement of the project objective.
Perform the following tasks: Identify roles and responsibilities, define and estimate activities, determine the budget and control costs, manage and control the scope, manage change controls as needed, facilitate status meetings, review and validate scope, schedule and budget.
For the Fiber Network Expansion Project, the PM will lead a team of cross- functional resources in the execution of project deliverables.

If you are a seasoned technical design manager or project manager with at least 3 design/build or General Engineering Consulting (GEC) transportation projects under your belt, and are passionate about design, we would like to talk with you! We are looking for a great leader to join our team; one that inspires loyalty and commitment, with experience in the capture process, and project execution process to lead technical teams across the Eastern US. At Parsons, you can work out of a home office or a Parsons office anywhere East of the Mississippi but will be required to travel extensively to project locations, which may vary from state to state. In this technically focused role, the successful candidate will be responsible for developing win strategies, teaming and innovative solutions for major highway and bridge projects/proposals in the Eastern US. Upon award, the Design Manager will oversee the full technical scope of the entire Design/Build project, developing a detailed design schedule, and ensure the project has a successful start-up. You will be expected to support the design process through the project, overseeing and directing technical resources, monitoring the technical aspects of the project, coordinate with contractors and owners and perform design management functions through construction. Additional responsibilities include hiring/staffing and scheduling the design work to meet construction milestones, and regular interaction with the team to ensure engineering optimization of the design and prioritization of the design work. Qualifications: Bachelor's Degree in Civil Engineering with PE License. 20+ years of project management delivery experience on heavy transportation infrastructure projects (Road/Highway, or Bridge/Tunnel). Must have a proven track record of successful delivery in design/build project executions and/or GEC projects as the Design Manager on at least 3 Design/Build or GEC projects each valued at $100M in construction cost or preferably higher. Experience meeting operational business goals and strategizing on market development. Considerable experience in client management, win strategies and bid preparation. Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related projects. Must have considerable DOT and municipal agency experience with roadway/bridge projects. Must be willing to travel as necessary to other Parsons' offices and client locations. SKILLS/COMPETENCIES: Incumbent will go through the Parsons' project management certification process. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required.
