The Distributed Systems Analyst will:

  • Serve as an important intermediary between the assigned business clients and the development and other teams in the IT function, and requires a full working knowledge of both environments.

  • Play an important advocacy role for the business clients in all phases of the complex solution development lifecycle for each of the critical stages, including: initiation, analysis, development, testing, implementation and post implementation follow up.

  • Perform complex analysis and works closely with the business clients to identify core business issues in order to map out possible solutions. The mapping is used to develop the business case for action, defining the need, the method, and the benefits of proposed solutions.

  • Undertake complex analysis to develop the detailed user stories or requirements of the solution in order to satisfy the business need.

  • Work closely with Architects and others on the applications development team to refine the solution design, methods and outcomes.

  • As the "eyes and ears" of the business, closely monitor progress to ensure that the emerging solution meets the demands of the user stories or requirement document. This may require the resolution of any conflicts arising due to any technical deviations from the agreed user stories or requirements.

  • Work very closely with the testing team, using the user stories or requirements document as a critical guide, to ensure that issues are identified and fully resolved prior to roll out.

  • Design, code review and coding capability on CSC distributed platform

  • Lead design board and develop standards for agile development on distributed technologies

  • Act as Estimation lead for distributed technologies

  • Help with technical testing, ensuring that the system and unit tests were performed and reviews the test results.

  • Provide leadership/guidance to team members.

  • Collaborate with IT colleagues including Architecture to understand best practices, methodologies and tools.

  • Have decision-making capability and authority across multiple projects. May provide significant input to financial and HR functions associated with technical design or development.

Tasks include data gathering and analysis; systems design and implementation; logical design; detailed design; ensuring data security in the design; and system evaluation, integration, vetting, modification, troubleshooting, and optimization.

The ideal candidate will have:

  • 6+ years' general IT experience

  • 3+ years' Systems Analysis experience

  • Bachelor's degree from an accredited college or university or equivalent work experience

  • Superior knowledge of complex software development concepts and development methods

  • Superior knowledge and application of various software development life-cycles and techniques (e.g., traditional and agile)

  • Superior interpersonal / relationship management skills, able to foster working relationships within the team, across IT and with business colleagues

  • Knowledge of business and technology practices and trends

  • Superior influencing, negotiation and elicitation skills

  • Superior written and verbal communication skills

  • Adaptable and flexible

  • Ability to perform systems analysis across multiple distributed technologies with expertise in various programming languages and/or systems. In some instances, expertise in one system of sufficient complexity could be a differentiating activity (e.g., PeopleSoft senior-level expertise).

  • Proficient ii CSC technologies - csA, wmA and nbA

  • SQL, Java, VB 6.0, C#, C++, XML, Basic COBOL, .Net Technologies, Python

  • Web Familiarity with Visual Studio.NET, Visual Studio 6.0, MS Visio, MCMS 2002

  • Windows/UNIX Operating Systems

  • SQL Server, Oracle, IBM DB2 databases

The NC Department of Information Technology (DIT) is seeking to fill a Full-Time Employee "SQA Systems Performance Analyst" position. This position will function as a member of the DIT SQA Testing Services Team. In this capacity, the individual as a technical specialist will work closely with the Service Owner and other members of the team to provide usage and operational support of the HP/MicroFocus tools based SQA shared service platform. This platform is a subscription fee based managed shared service, which offers a highly reliable, scalable, secure, and cost-effective testing service that several state agencies and local government entities (within North Carolina) leverage 24 x 7 for managing and fulfilling their functional and performance testing projects and requirements for both desktop and mobile based applications. This position demands his/her to be a subject matter expert (SME) with respect to testing and, most importantly, Performance Test Planning, Execution & Analysis, the use & maintenance of the HP/MicroFocus Performance Testing tools like ALM/QC, PC, Load Generators and SiteScope in order to not only service the customers with performance testing needs successfully but also to maintain the service hosting environments as an Admin with minimal or no supervision. This position will also interact directly with agency customers and the software vendor(s) to plan and implement enhancements and upgrades to the software infrastructure as part of the admin support services. Experience with Mobile application testing and HP/MicroFocus Mobile Center tool is a plus. Major duties and responsibilities: 90% - Day-to-day Operations and Service Level Management for the SQA Testing Service * Participate as needed in all aspects of the day-to-day operations and support of the SQA Testing service including support for the ITIL based service management processes that govern DIT operations. * Develop detailed work plans, test plans, schedules, and status reports for tactical work activities as needed or requested by management. * Schedule and perform Performance testing services for SQA clients as needed including but not limited to test plan creation, requirements review, test case writing, scenario development, performance test scripting, execution, analysis and results reporting. * As Tools Admin & SME, * Perform maintenance to the service hosting environments consisting of servers and tools which include but not limited to HP/MicroFocus ALM/QC, PC, UFT, SiteScope, Mobile Center, Network Virtualizer and Agile Manager * provide day-to-day coordination and as needed SME based consulting services and support to clients for SQA best practices, methods, test plan development/execution, and SQA tools usage. 10% - Product Life Cycle Management and planning for the SQA service * Working in support of the SQA Testing Services Service Owner, contribute to the on-going evolution of the product life cycle for the SQA service by supporting the development and maintenance of a strategic business and technology plan for the SQA service. * Contribute to the overall logical and physical platform design, architecture, configuration, and maintenance for the SQA service infrastructure including security, fault tolerance, and disaster recovery plans. Knowledge, Skills and Abilities / Competencies * Required Hands-on experience with the HP/MicroFocus suite of SQA tools including: 1) ALM Quality Center 12.x and above version for test management, execution and customization like adding users, role creations, project creation and customization, reports creation and customization, SQL queries and Project Dashboard creation.2) Performance Center 12.x and above version for Performance test planning, test estimation, test case writing, Test data, Scripting & ability to customize code, Scenario development, execution, monitoring, Analysis & results reporting. * Required ability to identify which protocol to use for any given application. Experience in working with SiteScope monitors and LoadRunner/Performance Center graphs. Required extensive Scripting experience using VuGen and ability to customize code as per the testing needs. * Required ability to identify performance test use cases and develop test plan with logical and systematic approaches for performance testing needs for various IT business applications. * Position demands Customer focused with excellent oral and written communication skills. Also, requires working experience in both Waterfall & Agile based environments. Management Preferences * A minimum of 5 years of experience in information systems application development with a demonstrated concentration of experience in SQA methods, techniques, and tools mentioned above. * Experience in HP/MicroFocus Tools Server administration tasks like, maintain disk space & log files, user profiles, host files, application patches and upgrades, database backup & restore. * Strong team and customer oriented interpersonal skills with a demonstrated ability to function as a consultant to Executive branch agencies, SQA clients, and others as needed. * Required demonstrated ability to plan, organize, and execute work tasks with strong problem solving and analytical skills. * Mobile testing experience is a plus. Experience with HP Mobile Center (MC) and HP Network Virtualizer (NV) tools is a plus. Minimum Education and Experience Requirements Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, math, or Engineering or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development; or Bachelor's degree and some computer coursework from an appropriately accredited institution and two years of experience in business application consulting or development; or Associate's degree in Computer Programming from an appropriately accredited institution and two years of experience in application consulting or development; or An equivalent combination of education and experience.
