Are you passionate about shaping the future of technical applications and systems? Join our team as a IT Development Analyst Senior, where you'll play a central role in driving our Enterprise BI Solutions forward!

As a IT Development Analyst Senior specializing in Enterprise BI Solutions, you'll be involved in the full life-cycle development process of Business Intelligence systems. Your responsibilities include collaborating with customers and experts, troubleshooting issues, leading development tasks, and ensuring quality and innovation within the team. With expertise with on-prem as well as cloud platforms like Snowflake, Azure, and Azure Data Lakes, you'll design tailored solutions. Your main focus will be supporting the DDAP team, particularly in Data Analytics and Business Intelligence systems. We're looking for someone skilled in handling complex software projects and delivering high-quality results within constraints, making this an excellent opportunity for experienced candidates in Azure, Data Lakes, ADF, and similar solutions.

Essential Job Duties:

All of these job duties specifically relate to Data and Analytics and Business Intelligence technical areas.

Software Development:

  • Architect, design, document and develop complex enterprise data mart, data structures and data ETL solutions.

  • Lead and coordinate design and definition of processes, guidelines and methodologies for data management, data delivery, data conversion, data integration, and data quality.

  • Create and maintain jobs, dynamic database objects, tables, files, and indexes to support computer applications implemented in a database environment using SQL, functions, stored procedures, triggers and views.

  • Research and document solutions to potential data quality issues; perform data audits, reviews, and validation to ensure data integrity.

Application Support:

  • Coordinate with key partners as needed to resolve issues with supported environments, applications and processes.

  • Perform upgrades, enhancements, maintenance and continuing support of existing applications and tools.

  • Troubleshoot complicated environmental problems as needed, providing the final escalation point within the county for technical issues for County Data and Analytics and Bl technologies. Determine root causes and find permanent fixes to supported systems' problems .

System Analysis:

  • Map ambiguous customer business intelligence and reporting needs to the appropriate technologies and solutions

  • Work with customers to translate business needs to technical solutions, and explain technical concepts in business terms. Develop, review, and maintain system and data dictionary documentation.

  • Promote best practices, industry standards, and provide insight on software trends and technologies

Project Coordination/Management:

  • Coordinate technical tasks through all phases of the software development life cycle; develop and oversee project work plans, including defining project implementation schedules and priorities; collaborate with functional teams to translate user needs into solutions; serve as a project or technical lead; coordinate the work of others.

  • Provide project management in collaboration with departments and outside agencies to build integrated solutions; build consensus with management, users, and vendors to problem solve development needs; formulate scope and objectives for software development projects and define outcomes; develop and recommend solutions

Minimum Qualifications/Transferable Skills*:

  • Bachelor's degree (in lieu of degree, equivalent years of experience will be considered)

AND

  • Five (5) years experience that demonstrates the ability to perform the duties of the position. (Equivalency 9 years of qualifying training and/or experience).

Specific knowledge, skills and abilities (KSAs) required for this role:

● Expert skills with tools and processes around application deployment. (examples: Azure DevOps, Octopus).

● Working Knowledge and Skill with Cloud API such as Microsoft Azure API

management (Postman).

● Advanced skills in database modeling, data conversion and ETL tools such as SQL Server Integration Services (SSIS), Azure Data Factory (ADF) , and Snowflake

SnowSQL.

● Advanced Knowledge and Skill

  • Data Transformation Tools (SSIS, Azure Data Factory, Snowflake Snowpark, etc).

● Advanced skills with data warehousing design, BI concepts and best practices.

● Advanced level of skill and knowledge with Cloud technologies (Azure, Azure Data Lakes, Azure Blob storage, Snowflake).

● Advanced level of skill and knowledge in Microsoft Azure, Azure DevOps, Azure SQL, Azure storage accounts, other Azure PaaS technologies.

○ software build tools

○ application deployment

● Advanced level of skill and knowledge with scripting languages (PowerShell, T-SQL C#, Python, Javascript).

● Expert level of skill with SQL programming including stored procedures, query plans, functions and views.

● Advanced level of skill and knowledge with Agile development methodology.

● Advanced knowledge of designing, developing and implementing reports including parameters, filters and leveraging advanced reporting features in tools such as Power BI, Tableau, and SSRS (SQL Server Reporting Services).

● Working Knowledge and Skill

  • Security & Privacy Protocols (HIPAA, SSL, User & File Security) Thorough knowledge of Information Security, audit, and regulatory guidelines.

ADDITIONAL INFORMATION

Routine Telework: This position is designated as "routine telework," meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-B1 visas.

Type of Position: This is an hourly, AFSCME Local 88 union-represented position and is eligible for overtime.

Location: This position is officially housed in the Multnomah Building, 501 SE Hawthorne Blvd. Suite 400, Portland, Oregon, 97214.
