The Desktop Administrator will be responsible for the configuration, implementation, and maintenance of various technologies managed by the IT Department. The incumbent will focus on the administration of the city end user devices and phone infrastructure to include desktop and laptop PC's, servers, network equipment, and software applications.
Problem resolution may involve the use of diagnostic and help desk request tracking tools, as well as require that the individual give in-person, hands-on help at the desktop level. Duties also include administrative tasks for the IT Department such as paying all bills for the department and scheduling meetings for staff. This positions also works on projects and other duties as assigned.
Essential Job Functions
Under the direction of the IT Director, troubleshoots networks, systems, and applications to identify and correct malfunctions and other operational difficulties.
1.Installs, configures, and maintains personal computers, Windows workstations, file servers, Ethernet networks, network cabling, and other related equipment, devices, and systems; adds or upgrades and configures laptops, desktops, cell phones, tablets, hot spots, printers, and related equipment.
2.Performs software and application, installation, and upgrades; maintains site licenses for department/organization.
3.Monitors, plans, and coordinates the distribution of client software and service packs.
4.Makes recommendations for new equipment and services to purchase and works with various vendors for procurement.
5.Performs on-site and remote technical support.
6.Assists in the organization and inventory of all hardware and software resources.
7.Monitors and maintains VoIP internet phone system for all departments, including public safety.
8.Develops and conducts various training and instruction for system users on operating systems, relational databases, and other applications; assists users in maximizing use of networks and computing systems.
9.Receives and processes quotes and invoices for software and hardware used in all departments, including public safety.
10.Creates and maintains good technical documentation.
11.Provides emergency on-call support.
12.Performs other duties as assigned.
This position requires highly developed interpersonal and technical skills. A thorough knowledge of computers, servers, databases and/or network operating systems is required.
Solid knowledge of LAN/WAN configurations to include experience with routers, switches, Internet firewalls, and wireless technology is required.
Advanced hardware & software troubleshooting skills is also required.
An Associate's degree plus two years proven experience is required.
Additional work experience, above the required two years, may be substituted for each year of college at the rate of one year of experience equals 30 college credit hours.
Knowledge of advanced computer hardware, including desktops, laptops and mobile devices. Experience with desktop and server operating systems, including Windows 7 Professional and Windows 10 Extensive application support experience with Microsoft Office applications.
Working knowledge of a range of diagnostic utilities, including remote access, ipconfig, trace route, and virus/malware utilities and removal tools. Familiarity with the fundamental principles of ITIL, and service desk operations. Exceptional written and oral communication skills.
Exceptional interpersonal skills, with a focus on rapport-building, listening and questioning skills. Strong documentation skills. Ability to conduct research into a wide range of computing issues as required.
Ability to absorb and retain information quickly. Ability to present ideas in user-friendly language. Highly self-motivated and directed.
Keen attention to detail. Proven analytical and problem-solving abilities. Ability to effectively prioritize and execute tasks in a high-pressure environment.

Experience with Munis Financials and Tyler Content Manager a plus.
A valid Class "C" Driver's License is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.
On-call rotation for supporting Information Technology 24 hours a day. Certification in A+ is preferred.
