As an employee of the Washington State Patrol, you will be part of a team of dedicated professionals responsible for providing safety and security to the citizens of the State of Washington.

Troopers patrolling the highways are the most visible part of this agency. However, there are over 1,200 civilian employees who serve behind the scenes supporting the agency mission. To name just a few, we have:

  • 911 dispatchers who are the critical vital link between calls for assistance and emergency response;

Duties

We will consider In-Training:
This position has been designated as "in-training" - as such, we will consider filling this position at the Information Technology Specialist 4 level. The salary range will depend upon which level the position is filled at and the qualifications of the successful candidate:

  • Information Technology Specialist 4 - Range 62: $4,954 - $6,499 per month

  • Information Technology Specialist 5 - Range 58: $5,465 - $7,173 per month

    Qualifications

Required Qualification:

  • Three (3) years of senior-level experience as an IT professional in an enterprise organization.

  • Three (3) years of demonstrated senior-level experience with all of the following technologies:

  • Windows Server 2008 R2 and newer server operating systems

  • Windows 7 and newer client operating systems

  • IP networking including routing, switching, and a thorough understanding of popular IP protocols

  • Windows PowerShell

  • Microsoft SQL Server

    Desired Qualifications:

  • Bachelor's degree or higher in Computer Science, Management Information Systems, Electrical Engineering, or a closely related field of IT engineering.

  • Five (5) or more years of expert-level experience as an IT professional in an enterprise organization supporting 24x7 critical systems.

  • MCSE Certification for Data Platform or Business Intelligence.

  • Three (3) or more years of demonstrated senior-level experience with the following technologies:

  • Active Directory Domain Services

  • Active Directory Sites & Services

  • Domain Name System (DNS)

  • Dynamic Host Configuration Protocol (DHCP)

AGENCY PROFILE The Transportation Improvement Board (TIB) is a twenty-one member policy board that provides grant funding to communities throughout the state to enhance the movement of people, goods, and services. POSITION PROFILE The Transportation Improvement Board is offering a challenging and exciting employment opportunity with career advancement. This position reports to the Engineering Manager and the Executive Director and serves as a point of contact with local government agencies to accomplish the objectives and mission of the TIB, funding high priority transportation projects in communities throughout the state. The future incumbent will be responsible for managing an average of 60 to 80 transportation projects and providing assistance to local government agencies that apply for TIB grants. Work at this level is characterized by the independent application of standard engineering procedures and techniques to accomplish a wide variety of work in the office and in the field, which includes considerable travel using a state vehicle. The successful candidate will need to understand engineering requirements for roadway projects and pavement rating systems and have the ability to interpret engineering designs and engineering cost estimates. Duties Project Management: * Advise courses of action or decisions, explain TIB rules, policies, guidelines, procedures, and funding and technical issues, and communicate with other funding agencies to coordinate project funding; * Conduct project construction site visits to assure compliance with the agency's approved prospectus; * Monitor and track project schedule and activity to determine delays, potential deviations, scope changes, and cost increases; analyze problems and provide/implement solutions for agencies, and provide direction/recommendations for the Executive Director and the Board; * Review project plans, specifications, cost estimates, requests for deviations from TIB design standards, construction completion updated cost estimates (UCE), funding changes, final reimbursement requests, and other project-related paperwork to determine eligibility for TIB funding, confirm compliance with TIB rules and policies and federal standards, verify accuracy of information, and draft recommendations and justifications regarding project approval. * Enter and maintain project data into Project Tracking System (PTS) database to document activity, decisions, funding, scope, contacts, and other project information; * Compile, organize, and file project data to ensure project documentation meets audit standards; * Conduct final project audit through project site visitation to verify adherence to standards, plans, and scope; takes pictures of site and documents information regarding construction for project files; * Participate as team member in Value Engineering Studies, conducts field reviews; determines cost-effectiveness and functional effectiveness of project; and analyzes project to make recommendations or provide alternatives regarding scope, cost, use, etc. Develop Priority Array: * Analyze project data and priority array point distributions and funding history to formulate recommendations for changes to programs and criteria; * Review funding applications for clarity and errors, and coach agencies on ways to provide accurate information and identify the best project to meet TIB criteria; * Review, desk rate, and field inspect all project applications to determine final scoring and priority array; * Peer review other engineers' ratings to ensure consistency in scoring; participate in the annual project selection team meetings; * Discuss anomalies and scoring discrepancies with other engineers to come to group consensus; * Compile and organize information to present projects to management team for project selection; * Prepare priority array listing projects selected along with project description and map; * Develop summaries of selected projects for Board and Director review prior to project approval/adoption; * Notify agencies on status of project selection, explaining score/rating process, and advising changes to future applications for projects not selected. Determine Need for Pavement Preservation: * Maintain small city street inventory by rating pavement in the field, compiling, analyzing, and maintaining data using a State vehicle and database; * Advise eligible cities on potential project candidates and provides information and guidance regarding funding applications; * Develop project selection criteria for all programs, including the Small City Pavement Preservation Program and Arterial Pavement Preservation Program. Provides Training and Conducts Presentations: * Compile and organize information, draft and edit project development, and present at funding workshops for Urban and Small City agencies, explain construction project application procedures, program funding criteria, and other relevant information; * Coordinate all funding workshops in assigned region and contact agencies to encourage attendance; * Present training materials, respond to questions, and follow up on requests for information received at workshops; * Compile and organize project information for staff reviews to present to the Board. Qualifications REQUIRED Transportation Engineering 5 level (Range 72, $6341 - $8320 monthly): Bachelor's degree in civil engineering and one year of experience as a Transportation Engineer 4 or equivalent; AND Professional registration as a licensed Professional Engineer in the State of Washington; AND Ability to proficiently conduct the duties and tasks of this position without training.
