Primary Purpose of the Organizational Unit:

The Systems and Analysis department is comprised of two units:

The Business Systems provide systems assessment, development, integration, project management, and maintenance for the Business and Finance units and their customers throughout the university. Special projects are often directed by senior management to improve the efficiency and effectiveness of administrative operations related to financial processes.

The Business Analysis unit uses data models, reports, visualizations, and other analytical solutions to find order in disparate data sets and support university decision-making. Senior management often directs special projects to make inferential and/or predictive analyses to further the university's impact.

This position is eligible for flexible work arrangements, including remote/hybrid work. Fayetteville State University employees are generally required to reside in North Carolina within a reasonable commuting distance of their assigned duty station.

Primary Purpose of the Position:

The primary purpose of the IT Business Systems Analyst III is to serve as a Senior lead for the functional and technical implementation of the Banner Finance Module. The analyst will Identify and implement technological solutions with the goal of improving operational performance and efficiency. Facilitates implementation of technology solutions in a cost-effective way by determining the requirements of a project or program and communicating them clearly to stakeholders, facilitators, and partners. Liaison between functional offices and technical personnel to elicit requirements, translate requirements to technical specifications and ultimately ensure the outcome is valuable to the organization. In addition, this position will coordinate and collaborate with the other departments within the Finance Department to create a seamless Banner Finance experience. This position is the data nerve of Business and Finance. Creation of SQL reports will be used to assist departments in becoming more efficient and effective with Banner Finance Modules. In addition to the functionality of the position, technical and analytical skills are a must in developing, designing, and/or supporting applications for the Finance Department.

The IT Business Systems Analyst III serves as the technical and operational lead in the development, modification, maintenance, and compliance of the Finance Policies and Procedures. The IT Business Systems Analyst III manages the Finance module and any other 3rd party software utilized by the Finance department. The IT Business Systems Analyst III will look for efficiencies through constant oversight of technical Business Processes as they relate to day-to-day operations, finance module operations, and other office procedures. The IT Business Systems Analyst III will provide analysis and problem resolution for Finance Department staff regarding transactional processing and Banner system issues. The Business Systems Analyst III will monitor and analyze software upgrades from Ellucian Banner and perform testing for system upgrades (i.e. Banner, etc.). The IT Business Systems Analyst III will create and maintain procedural manuals for IT and Systems processes for the Finance Department.

Minimum Education And Experience Requirements:

  • Master's degree and 2‐4 years experience; or

  • Bachelor's degree in computer science, information technology, or related area and 3‐5 years experience in the information technology field related to the position's role.

Knowledge, Skills And Abilities:

  • Thorough knowledge of operations of public universities, and particularly knowledge of the operating environment of public North Carolina universities.

  • General knowledge of laws and regulations pertaining to governmental financial operations.

  • The ability to use multiple data extraction and transformation tools.

  • Able to use Microsoft Suite Products.

  • General knowledge of principles and concepts behind applications analysis, including design analysis, feasibility studies, cost analysis, personnel demands, implementation, testing, debugging, and documentation.

  • The ability to set and meet project design timetables based on user expectations, policies, and guidelines.

  • The ability to prepare clear and concise reports, visualizations, and other forms of communication in connection with systems and analysis work.

  • The ability to establish and maintain effective working relationships with internal stakeholders.

  • The ability to communicate effectively in oral and written form to both technical and non-technical audiences.

  • The ability to understand the business domain at its depth and translate it into an analytical strategy for the unit.

Preferred Qualifications:

  • Working knowledge of Banner System modules: General, finance, student accounts receivable, payroll, accounts payable, purchasing, budget, and Position control.

  • Working knowledge of third-party systems: Argos, FormFusion, Intellicheck, Finance Datamart, Automic, Touchnet, Jaggaer, and Chrome River.

  • Proficient with SQL language.

  • 7+ years of progressive experience in a higher education environment.
