Overview / Job Responsibilities:

The purpose of this requirement is to provide the SAF/AQX organization, and other Headquarters Air Force organizations, support in the development and maintenance of strategic plans, which will allow agencies to establish linkage among planning elements such as mission, vision, goals, objectives, strategies, and performance management initiatives. We will provide support in aligning organizational investments in people, technology and capital to the overall strategies while assisting in the development and articulation of the agencies strategic vision with corresponding mission, business, and performance measures.

The IT Business Analyst shall:

  • Provide Information Technology (IT) - System Sustainment, Implementation, Integration, & Process Improvement

  • Provide AQ Domain IT-related services in support of the following disciplines: infrastructure, project, portfolio, knowledge, and change management efforts to fully integrate continually improving acquisition processes into the overall Air Force acquisition enterprise. Support in this area shall include requirements definition and refinement; analytics, process reengineering; information technology assessment, engineering, implementation, sustainment, and training; data and data structure analysis and design; and Commercial Off the Shelf (COTS) and Government Off the Shelf (GOTS) evaluation, selection, procurement, training, and stand-up.

  • Perform alternative system design studies under this task.

  • Provide the resources to evaluate emerging IT and IT-related technologies. Based on this evaluation, the Contractor may be required to identify and evaluate prototype solutions and present findings and recommendations to the Air Force for its consideration

  • Support the benchmarking, operational capability demonstrations, and acquisition of commercial program/portfolio management tools, source selection tools, modeling and simulation tools, and related design, integration, database population/ maintenance, and other services to further enhance the use of best practices and the transparency of program information to decision makers.

  • Assist in supporting Business Process Reengineering (BPR) efforts and Enterprise Architecture support efforts to ensure compliance to National Defense Authorization Act (NDAA) requirements for defense business system modernizations in excess of $1 million or as needed.

  • Support and promote BPR and change management tools by aligning skills to embrace and implement an agile acquisition agenda.

  • Provide service support to the Business Capability Acquisition Cycle (BCAC) process, specifically information services in the areas of, governance and security, business requirements reviews, acquisition strategy development and compliance, audit, and overall IT compliance.

  • Support the USAF Acquisition Chief Information Officer (CIO) in sustaining and evolving improvement strategies supporting the DoD and USAF acquisition domain priorities.

  • Provide consulting and business planning services to support continuous improvement, analysis, integration, and implementation of acquisition information technology strategies; architectures; program planning and assessment; and risk, trade-off, requirements, alternatives, and feasibility studies.

  • Support plans, processes, procedures, and information systems that enhance collaboration and data transparency requirements.

Minimum Qualifications:

  • Master's Degree plus 4 years of related experience OR Bachelor's Degree plus 6 years of related experience OR a High School Diploma plus 10 years of related experience;

  • Secret clearance.

Desired Qualifications:

  • Experience supporting SAF/AQ, HQ USAF, or DoD environment.

We led the movement to turn health data into actionable intelligence. Job Summary Surescripts is seeking a Principal Business Analyst to join our team at our headquarters in Arlington, VA. The Principal Business Analyst will work with members of the Finance management team and Surescripts business leaders to discover, define and communicate business processes and workflow, and develop business requirements for new and existing projects and processes. He or she will lead efforts to ensure effective translation to architectural, system analyst and other technical staff. The Principal Business Analyst will also provide oversight as projects move through the development process including drafting, timing and sending corporate level communications as appropriate for the particular project, system or process change. He or she will also work closely with the systems analysts, engineering team and QA teams to represent the voice of Finance in the definition of detailed requirements for new and existing processes and products. This person will become the subject matter expert for Surescripts Financial Processes and Systems including any associated improvement projects. Responsibilities: * Lead work with internal and external representatives to document the following, for new and existing processes and products. o Business Workflow and Process Diagrams o Business Use Cases (High-level Finance business requirements) o Business Requirements o Other business documents as required * Provide leadership and influence over team members and project team members from both business and IT organizations * Develop corporate level communications (e.g. content, frequency, audience) appropriate to the breadth of reach of each particular project, system and/or process * Communicate with project/team manager to share knowledge and findings. Communication of progress, milestones, challenges against plan, and escalation of issues * Present and lead review discussions of the above documents; finalize documents for walk-through and communication to the stakeholders teams * Create detailed business requirements and technical system requirements * Consult with the Finance team members to identify design considerations as well as business issues or enhancements requiring further development * Determine data analysis requirements as input to the definition of business requirements * Provide oversight to development ensuring development goals and timelines are met. And the ability to escalate to project and business management as needed when goals and timelines will not be met * Provide Finance direction and support for and during QA testing * Assist with user acceptance testing of the project; tracking to defined requirements * Provide input into enhancing business analysis processes and deliverables * Write Finance policies and procedures based on new processes Qualifications: Basic Requirements: * Bachelor degree or equivalent experience * 8 years of experience as a business analyst, system analyst or quality analyst * 5 years of demonstrated experience in driving projects independently Preferred Qualifications: * Bachelor degree in technology or finance field * MBA * Experience supporting finance groups and/or working with finance systems * Experience in B2B / e-commerce transaction processing * Technical support; QA or systems analyst experience * Training or experience with software development life cycle processes, including Agile development * Experience with Microsoft Dynamics Great Plains, Tableau, Oracle desired Surescripts Arlington VA
