IT Business Analyst Supervisor (Senior Specialist)

As the IT Business Analyst Supervisor, you'll lead a team dedicated to supporting the Healthcare Enforcement and Licensing Management System (HELMS). You'll oversee a group of IT Business Analysts who serve key commissions including the Health Systems Quality Assurance (HSQA), Washington Medical Commission (WMC), Washington Board of Nursing (WABON), and Chiropractic Quality Assurance Commission (CQAC). In this role, you'll use your advanced knowledge in business analysis and quality assurance to manage complex projects, ensure high-quality outcomes, and mentor your team. Reporting directly to the IT Business Analysis Manager, you'll be a vital player in guiding your team to deliver top-notch technical analysis and software testing, ensuring that all systems meet the highest standards and support the Department of Health's mission to protect and improve the health of people in Washington State.

Responsibilities:

  • Supervise and lead IT Business Analysts supporting HSQA, WMC, WABON, and CQAC.

  • Provide the highest technical level IT business analysis and quality assurance services.

  • Ensure work assignments meet quality standards and established procedures.

  • Develop methods to resolve complex problems and support new cloud-based technologies.

  • Elicit, analyze, document, and validate business and technical requirements.

  • Serve as a liaison between business partners and technical staff, ensuring clear communication and documentation.

  • Maintain and support complex software applications, ensuring optimal system performance and data quality.

  • Provide expert technical consultation and guidance within IT processes.

  • Coordinate with other technical staff to design and test user interfaces and system functionality.

  • Provide training, mentorship, and guidance to junior IT Business Analysts.

Required Qualifications and Experience:

Your experience must be from full-time professional work and show progression. Your experience may have been gained concurrently. Additional years of experience can substitute for educational requirements on a year-for-year basis.

Option 1: Eleven (11) years of experience in one or more of the following IT disciplines: business analysis, testing, or systems development including:

1+ years of experience as an IT supervisor or team lead.

3+ years of experience as a software tester.

3+ years (full-time equivalent) of professional experience as a business analyst or software analyst.

Option 2: An Associate's degree or higher; AND 9+ years of experience in one or more of the following IT disciplines: business analysis, testing, or systems development.

Option 3: A Bachelor's degree or higher; and seven (7) years of experience in one or more of the following IT disciplines: business analysis, testing, or systems development.

You must meet one of the above qualification options and ALL of the following additional experience criteria.

  • Experience in software development processes including:

  • Eliciting user requirements

  • Analyzing and formally documenting business needs

  • Processes and workflows

  • Using defined formats for functional use cases and business rules

  • Experience preparing documentation including:

  • Internal technical documents

  • System diagrams

  • Use cases

  • Test cases

  • User documentation and manuals

  • Experience in proficiently translating complex technical issues into readily understood concepts for staff, management, and the public.

Preferred Qualifications and Experience:

  • Bachelor's degree in Computer Science or related fields such as Management Information Systems, Information Technology or Informatics.

  • Experience working with Agile, or other iterative development methodology development methodologies.

Attending events or working In-office at the DOH office located in Tumwater, WA is infrequent, rarely required, and would be scheduled well in advance at.
