About Our Agency

The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:

  • intellectual disability and related disabilities

Job Responsibilities

Under the limited supervision of the Manager of Information Technology Development, participates in the analysis and design of all agency application development projects. Gathers requirements from users to create business cases and specifications to create or enhance agency application systems. The position is responsible for technical assistance with gathering requirements, testing, implementation, maintenance and support of Therap electronic health record solution and other DDSN applications.

  • Interacts and consults with all departments and stakeholders to understand and document core business processes in order to model appropriate technical solutions. This involves the ability to collaboratively work with Executive Staff and Business Subject Matter Experts in conducting and coordinating financial, product, market, operational, and related research and analysis needed to develop business cases.

  • Plans and performs in depth analysis to develop hi-level and detail-level system/functional specifications for the creation and or enhancements of application systems. This involves the ability to thoroughly and clearly document requirements consistent with existing standards and practices. This includes participating in Quality Assurance activities such as creating and executing test plans, documenting and tracking results. This also involves the ability to interact with Information Technology staff (Project Managers, Developers, DBAs, and Network Staff) in translating customer's business needs to the development team.

  • Provides technical assistance in conjunction with the Service Request Tracking System, to agency employees, disabilities board employees, and other customers outside the agency. Provides functional expertise for developers and customers on technical solutions being implemented. This also includes providing training, facilitation, and mentoring to customers and creating and delivering user and technical documentation.

  • Makes recommendations to management and co-workers concerning the enhancements to application systems and /or IT business processes in order to improve efficiency with the department.

  • Completes individual training for professional growth and assist in the training of others in the operation of new and existing systems and related technical concepts.

Minimum and Additional Requirements

A high school diploma and experience in computer system development and modification. A bachelor's degree in a related area may substitute for the required work experience.

Preferred Qualifications

Intermediate level of knowledge in the capabilities, techniques, and intricacies of information systems. Ability to understand and carry out complex technical instructions and requests. Moderately complex to complex ability to analyze and reduce to logical order complex technical data. Ability to communicate in a clear and concise manner. Ability to work effectively with users, vendors, and other IT personnel. Ability to identify and resolve problems. Ability to plan, direct, instruct, and review the work of technical personnel. Ability to provide status reports and other technical reports in a clear and concise manner.

Immunization: If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.

State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
