IT APPLICATIONS ANALYST I/II

County Administrative Office

The Information Technology Department is a division of the County Administrative Office. Information Technology is responsible for the operation and integrity of the county's information infrastructure, which includes:

  • Business Applications

  • Desktop Computers

  • Servers and Databases

  • The Network

Information Technology shares this responsibility with some larger, non-general fund departments that support a portion of their own departmental infrastructure. In total, the county has approximately 2,000 PCs plus printers communicating with over 80 servers over a high-speed network, connecting more than 90 county service locations.

What You'll Do:

This position is responsible for a variety of duties, including;

  • Application Support and Maintenance: Providing ongoing support for software applications, including troubleshooting issues, resolving bugs, and ensuring smooth operation. This often involves liaising with users to understand and resolve their problems.

  • System Configuration and Optimization: Configuring and customizing applications to meet business requirements. This includes optimizing application performance and ensuring efficient use of system resources.

  • User Training and Documentation: Creating and maintaining documentation for applications and providing training to end-users. This helps users understand how to use applications effectively and ensures they are aware of any new features or updates.

  • Implementation and Deployment: Assisting with the implementation and deployment of new applications or updates to existing systems. This includes testing applications, coordinating with different teams, and managing change control processes.

  • Security and Compliance: Ensuring that applications comply with security policies and regulatory requirements. This includes managing access controls, monitoring for security vulnerabilities, and implementing necessary patches and updates.

DISTINGUISHING CHARACTERISTICS

IT Applications Analyst I is the entry-level class in this technical series. The incumbent performs a variety of work related to systems analysis, design and programming of client/server applications often involving substantial contact with other department management, supervisory and user staff. This class is alternately staffed with IT Applications Analyst II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES

  • Gathers and analyzes information regarding user systems and requirements and develops or modifies automated systems to fulfill these needs; installs new or modified software systems.

  • Conducts feasibility studies and develops system, time, equipment and cost requirements.

  • Using computer generated techniques, simulates hardware and software problems, tests and evaluates alternative solutions, and recommends and implements appropriate applications design.

  • Develops program logic and processing steps; uses various program languages as required to code programs using structured programming techniques.

  • Plans and develops test data to validate new or modified programs; designs input and output forms and documents.

  • Troubleshoots hardware and software problems for department users, other agencies and information services personnel as needed.

  • Writes program documentation and user procedures and instructions and assists user departments and staff in implementing new or modified programs and applications; tracks and evaluates project and systems progress.

  • Writes utility programs to support and validate adopted systems and programs.

  • Confers with user department staff regarding assigned functional program areas.

  • Maintains documentation and prepares periodic and special reports of work performed.

  • Maintains current knowledge of technology and new computer user applications, including internet-based systems and applications.

QUALIFICATIONS

Knowledge of:

  • Computer programming principles, techniques and procedures for administrative and business applications.

  • Systems analysis and design procedures and techniques.

  • Production job and client/server applications techniques.

  • Forms and documents design techniques.

  • Operating principles and characteristics of the various network servers and personal computer hardware utilized by the County.

  • Job planning, prioritizing and scheduling techniques.

  • Basic accounting, statistical, business administration and office procedures.

Skill in:

  • Analyzing systems and problems and developing new or modified programs to meet user department needs.

  • Analyzing system requirements and selecting appropriate hardware and software for system design.

  • Developing logical procedures, coding programming instructions and developing tests to validate program design.

  • Troubleshooting hardware and software problems and debugging programs and applications.

  • Preparing clear and concise program documentation, user procedures, reports of work performed, and other written material.

  • Translating user department needs into operational programs.

  • Instructing user department staff in the operation of new or revised computer applications, including explaining system concepts to non-technical users.

  • Exercising sound independent decisions within established guidelines.

  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Other Requirements:

Must be able to pass a background investigation. Must be available on-call as required.

Desirable Education and Experience:

A typical way to obtain the knowledge and skills outlined above is:

IT Applications Analyst I: Equivalent to graduation from a four-year college or university with major coursework in computer science, mathematics, or a closely related field, and one year of experience in designing, modifying and programming business applications for network server systems.

IT Applications Analyst II: In addition to the above, two years of experience in programming business applications for a network server system at a level equivalent to the County's class of IT Applications Analyst I.

CalPERS RETIREMENT PROGRAM

Employees fall into one of the following tiers based on the date you first start working for the County or any other employer that uses CalPERS for retirement.

  • Tier I - Prior to 7/5/2012: 2.7% @ 55
  • Tier II - Post 7/6/2012: 2% @ 55
  • Tier III - Post 1/1/2013: 2% @ 62

If this is your first job with a CalPERS employer, you'd be in Tier III.

  • 2.0 means that for every year you work for the County, you will receive 2% of your maximum annual pay rate for every year that you work for us (or other CalPERS employers) if you work the required minimum number of years (that's called vesting) and retire after the age following the @.

  • If you work 20 years and retire at 62 years of age, you will receive 20 x 2% or 40% of your maximum annual pay rate every year in retirement payments.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
