The Employment Security Department's Leave and Care Division is looking for an individual who is passionate about developing and delivering high-quality software solutions that support the Paid Family and Medical Leave and WA Cares programs for the citizens of Washington. Our ideal candidate will have extensive experience in full-stack development, using various technologies and frameworks, such as React, SQL, RESTful APIs, C#, .NET MVC, Core, Azure DevOps and more.

They should be proficient in writing clean, maintainable, and scalable code that follows the best practices and standards of software development, such as agile, test-driven development, continuous integration, and code reviews. They should also be skilled in designing and implementing solutions that are performant, secure, and user-friendly, collaborating with product management, project architects, team leads, business analysts, and other technical and non-technical staff to understand the requirements and specifications.

The candidate for this position should be a leader and a mentor who can supervise, guide, and influence the work of other developers on their team and across multiple sprint teams.   • Ensure quality code and solutions standards are implemented within the team, including but not limited to enforcing coding guidelines, source control practices, performing code reviews, error logging, monitoring solutions, system documentation, and automated unit tests.

  • Design and lead application development for target solutions within development teams and across Leave and Care technology, while following agency standards and Leave and Care agile software development lifecycle practices.

  • Consult with product owners, business SMEs and IT management on proper technical solution.

  • Periodically audit team's existing documentation for correctness, completeness, usability, and accessibility

  • Respond to audits on technical implementation and troubleshoot defects in implementation design or software bugs when necessary.

  • Research, advise and coach technical staff on relevant technologies for solution implementation.

  • Monitors, supports, and coaches individual FTE and contractor performance.

Required:

  • Bachelor's degree from a four-year accredited college or university with major coursework in Computer Science, Information Technology, or a related field.

  • Ten (10) years of progressive experience in information technology that includes hardware and/or software systems administration and/or computer programming may substitute for the education requirement. Experience using industry standard project management tools (such as MS Project, Smartsheet, Azure Dev Ops) and processes as defined in the Project Management Book of Knowledge (PMBOK) or Agile framework.

  • Three (3) years of supervisory experience in software application development for large and complex systems, preferably in a government environment.

  • Three (3) years of experience with agile software development.

  • Demonstrated knowledge of service-oriented design and development using C#, ASP.NET, MVC, JavaScript, and T-SQL.

  • Demonstrated skills in understanding the full application life cycle activities of standard Application Life Cycle Methodologies including (Scrum, Kanban, Waterfall, etc.)

  • Demonstrated skills in software management and work item management using a software work item management tool, such as Jira, Azure Dev Ops, Team Foundation Server (TFS) or Visual Studio tools.

Additional Requirement of Employment:

Able to travel as needed.
