ABOUT GALT

Incorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99. The City is led by five elected council members, the Mayor being appointed. The City is known for its annual Independence Day Celebration with fireworksand the Winter Bird Festival. We also offer the Galt Market, an open air market held every Tuesday and Wednesday offering great deals on fresh fruits and vegetables, clothing, home furnishings and much more.

The City of Galt is located in the heart of the Delta Recreation Area in Northern, California. Thirty minutes away are the Sierra Foothills and the Sacramento Delta. Reno, Lake Tahoe, San Francisco and the CA coast are all within a two hour drive making Galt a recreational haven for boat lovers and outdoorsmen alike.

ABOUT THE POSITION

The City of Galt is accepting applications for IT Analyst.

Note: This position is a part of a standby rotation which requires candidates to remain on standby for emergency work. Standby compensation will be provided for those on the standby shift.

ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):

  • Standby- equivalent of 2 hours pay for each standby shift of 8 hours or less.

  • Longevity Pay- beginning at 15 years of service

  • 5%; 20 years of service 7.5%.
  • Bilingual Pay- $50 per month.

  • Cell Phone Stipend - $50 - $75 per month.

  • Medical-in-lieu- Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.

BENEFITS:

  • Tuition Reimbursement- Up to $4,000 per fiscal year.

  • Holiday Pay- 14 holidays; thirteen (13) paid holidays and one (1) floating holiday. Thirteen (13) fixed holidays observed: New Year's Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.

  • Vacation Leave

  • 80 hours per year; after 4 years- 120 hours.
  • Vacation Credit- Those with 4+ years of prior public agency experience may request to accrue at rate of 120 hours.

  • Vacation Cash Out

  • May be eligible to cash out up to eighty (80) hours vacation per year.

  • 96 hours per year.

  • City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.

Under direction, analyzes, designs, maintains, and modifies City-wide and/or interdepartmental enterprise software applications; assists in the design and configuration and management of the City's network and server infrastructure; implements upgrades for mission critical systems; coordinates information technology projects through project life cycle; consults with users, gathers data, analyzes and evaluates system requirements, and modifies systems; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the IT Director May exercise technical and functional direction to assigned staff and provide training to lower-level staff on a project basis.

CLASS CHARACTERISTICS

This is a journey-level class responsible for analysis and management of City-wide and/or interdepartmental enterprise software applications and network and server infrastructure. Positions frequently solve problems or establish process redesign improvements requiring analysis of unique issues or problems without precedent and/or structure and formulate and present strategies and recommendations to management. Positions at this level are required to be fully trained in all procedures related to assigned area(s) of responsibility, working with a high degree of independent judgment, tact, and initiative. This classification is distinguished from the IT Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of information technology operations within the City.

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Participates in tier 2 helpdesk support and activities; establishes criteria for response; performs the most difficult troubleshooting and problem resolution related to information technology systems.

  • Provides tier 2 level support for managed and non-managed switches, routers, gateways, servers and other edge related infrastructure.

  • Analyzes, installs and administers City-wide and interdepartmental enterprise software applications; reviews, analyzes, streamlines, and documents business processes and relates them to application software capabilities.

  • Assists in the design and administration of City-wide physical and virtual network and server infrastructure. Configures data storage systems to accommodate City needs and comply with information technology services policies, regulations, and guidelines; assists IT Director in the functionality and operational stability of network and server infrastructure and systems.

  • Monitors and implements best practices to enhance network and server performance; reviews system event/audit logs; detects problems and identifies inefficient use of resources; conducts root cause analysis and recommends solutions; conducts capacity planning.

  • Assists in network and server infrastructure security assessments. Under the direction of the IT Director implements solutions to mitigate risks.

  • Assists in the design, configuration, and implementation of disaster recovery and backup solutions and procedures.

  • Interviews, analyzes, and documents end user work processes and analyzes infrastructure and system requirements; conducts technical reviews; develops or refines specifications; designs, recommends implements, and evaluates upgrades, expansions, and solutions.

  • Assists in the development of comprehensive standards, policies, and procedures pertaining to network and server operations and security.

  • Analyzes systems and infrastructure, installation, and maintenance through project life cycle, and coordinates project activities with team members, other information technology services staff, user representatives, and outside vendors.

  • Develops requests for proposals for professional services under the direction of the IT Director; ensures contractor compliance with City and department standards and specifications.

  • Stays abreast of new trends and innovations in technology related to systems, networks, and servers; researches, recommends, and evaluates vendor solutions and technologies; implements improvements upon approval.

  • Writes and maintains user and technical operating instructions and documentation; prepares training materials and conducts formal and informal training programs and advises on best practices.

  • Performs other duties as assigned.

Typical Qualifications

QUALIFICATIONS

Knowledge of:

  • Modern principles and practices of analyzing, engineering, installing, configuring, maintaining, troubleshooting, and monitoring application, network, and server systems infrastructure.

  • Physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices.

  • Principles and practices of information systems security.

  • Principles and practices of project management, identifying technology needs and issues, researching and evaluating technology, applications, and the most effective courses of action, and implementing solutions.

  • Various information technology platforms, operating systems, and software packages including word processing, spreadsheet, SQL database and database management, and reporting tools.

  • Techniques and methods of writing and maintaining user and technical operating instructions and documentation.

  • Recent and ongoing developments, current literature, and sources of information related to assigned programs.

  • Identify, research, and recommend cost-effective technical system and infrastructure improvements.

  • Prepare clear and concise technical documentation, user procedures, reports of work performed, and other written material.

  • Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, rules, and regulations.

  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities with the IT Director, and meet critical time deadlines.

  • Establish and maintain a variety of filing, recordkeeping, and tracking systems.

Supplemental Information

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Bachelor's degree with major coursework in management information systems, computer science, or a related field and three (3) years of increasingly responsible network and server infrastructure design and management, systems analysis, and related experience.

Licenses and Certifications:

  • Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.
